Job description

The Office of the City Attorney for the City of Miami Beach is seeking a skilled and motivated attorney to handle all aspects of transactional matters. The successful candidate will provide legal support across various City departments, draft and review contracts, ordinances, and resolutions, and offer guidance on municipal legal issues.

• Draft and review a variety of transactional documents, including service agreements, professional services contracts, independent contractor agreements, leases, management agreements, license agreements, easements, restrictive covenants, indemnification agreements, grant and settlement agreements, procurement and construction-related documents, resolutions, contracts, and other legal instruments.
• Prepare and review ordinances and resolutions for the Mayor and City Commission; review legislative items submitted by City departments.
• Advise City staff and personnel on compliance with the Sunshine Law and Florida Public Records Act.
• Conduct legal research and draft memoranda on issues related to municipal law and procurement law.
• Provide legal counsel to departments such as Housing, Parks and Recreation, Tourism and Culture, Economic Development, Communications, Grants, Public Works, Capital Improvement Projects, Information Technology, Sustainability, and Human Resources on transactional matters.
• Advise the Procurement Department on bid protests, procurement processes, and compliance with Florida procurement law; draft bid protest responses and represent the City in procurement‑related disputes.
• Serve as legal liaison to one or more advisory boards or committees.
• Maintain effective working relationships with elected officials, colleagues, vendors, and the public.
• Uphold the highest standards of ethics and integrity as required by City, County, and State policies.
• Maintain regular and punctual attendance; perform related duties as assigned; report to work as directed during emergencies as an essential City employee.

KNOWLEDGE, SKILLS AND ABILITIES:

• Ability to draft, review and negotiate a broad range of contracts, agreements, and related legal instruments.
• Knowledge of, and ability to research, municipal codes and charters, applicable state and federal laws, regulations, case law, and legal frameworks governing municipal government operations and procurement.
• Proficiency in legal research, analysis, and communication, including defining and analyzing complex legal issues, risk‑benefit analysis, and developing sound conclusions and recommendations.
• Familiarity with public records laws and open government requirements.
• Ability to present statements of fact, law, and argument clearly, logically, and persuasively to both legal and non‑legal audiences.
• Ability to exercise independent judgment, remain neutral in politically sensitive matters, and maintain impartiality, diplomacy, and discretion in sensitive situations.
• Ability to establish and maintain effective working relationships with elected officials, coworkers, the press, the general public, and members of diverse cultural and linguistic backgrounds.
• Strong understanding of ethical behavior and commitment to honesty and integrity in accordance with all city ethics and conflicts of interest policies.
• Ability to maintain regular and punctual attendance.
• Ability to use a high degree of tact, discretion, and diplomacy in dealing with sensitive situations and concerned individuals.

QUALIFICATIONS:
