Job summary

The City of Greeley is seeking an Asset Analyst to support the Asset Manager by evaluating the condition and performance of stormwater infrastructure assets and planning routine maintenance.

You will lead data collection, maintain design standards and capital records, and provide lead-level guidance to field staff to ensure effective asset management and operational efficiency. Collaboration across departments is essential to balance risk, cost, and reliability.

Qualifications

• Bachelor’s degree in Information Systems, Engineering, Asset Management, or closely related field.
• Two (2) years of relevant experience.
• Possession of a valid driver’s license.
• Four (4) years of relevant experience (preferred).
• One (1) year of experience in GIS mapping or analysis of municipal utility infrastructure (preferred).

Responsibilities

• Develops and implements asset management policies, procedures, and programs that align with City goals and industry best practices.
• Collaborates with internal departments to collect, analyze, and prioritize infrastructure data for maintenance and capital planning.
• Designs and oversees strategic asset management initiatives that extend asset life cycles and optimize operations.
• Partners with leadership and engineering teams to plan and manage capital rehabilitation and replacement projects.
• Prepares and maintains asset management plans, including inventories, condition assessments, risk analyses, and life-cycle cost evaluations.
• Monitors and reports on asset performance to support capital investment decisions, O&M budgeting, and strategic planning.
• Leads the development and maintenance of the City’s CMMS, ensuring data integrity, reporting accuracy, and staff training.
• Oversees inspection and audit activities to ensure compliance with standards and regulations.
• Facilitates coordination among divisions to advance the City’s asset management program and promote continuous improvement.
• Provides guidance and training to staff on asset data collection, inspection processes, and reporting protocols.

Job Summary:

The Asset Analyst supports the Asset Manager by evaluating and monitoring the condition and performance of stormwater infrastructure assets. This position plans and schedules routine maintenance activities, prioritizes asset repairs and replacements, and contributes to both operational and capital improvement planning. The role maintains design standards, contributed capital records, and documentation for active and completed construction projects. Additionally, the Asset Analyst provides lead-level guidance to stormwater field staff to ensure effective asset management practices and operational efficiency.

Experience, Education, and Skills:

Minimum Requirements:

• Bachelor’s degree in Information Systems, Engineering, Asset Management, or a closely related field.


• Two (2) years of relevant experience.

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND

Possession of a valid driver’s license.

Preferred:

• Four (4) years of relevant experience


• One (1) year of experience in GIS mapping or analysis of municipal utility infrastructure.


• Knowledge of Microsoft Office programs, ESRI ArcGIS software, spreadsheet analysis with Microsoft Excel, database analysis using SQL Server, ArcGIS, or other database management software, CityWorks, Global positioning system, or other surveying equipment.

Knowledge, Skills, and Abilities:

• Knowledge of Microsoft Office programs, AutoCAD, ArcGIS, CMMS.


• Understanding of asset management principles, lifecycle planning, and inventory tracking.


• Ability to collect, organize, and interpret large volumes of data accurately.


• Effective written and verbal communication skills to present findings and recommendations clearly.


• Attention to detail to ensure accurate tracking, reporting, and compliance.


• Project management and organizational skills to manage multiple assets and reporting deadlines.


• Ability to create reports, dashboards, and presentations summarizing asset performance and trends.


• Ability to collaborate with multiple departments and stakeholders to ensure accurate asset information.


• Ability to identify inefficiencies or risks in asset management and recommend improvements.


• Ability to maintain confidentiality and integrity of financial and operational data.


• Adaptability to new software, systems, and procedures as needed.

Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.

Work Environment:

• Office Environment: A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting.


• Field Environment: Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, or in environments with moving machinery and equipment. Noise levels in the field can range from moderate to loud, depending on the project site.


• The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position will be eligible for consideration under the City’s telework policy.

Physical Requirements:

• Mobility: Requires minimal physical effort typically associated with clerical work, including occasional walking or standing. The ability to move throughout the office or work location is necessary, as well as the ability to walk, bend, stoop, reach, or navigate uneven terrain construction zones, and outdoor environments in varying weather conditions during occasional site visits or field inspections.


• Dexterity: Ability to perform repetitive motions for tasks such as typing, writing, and operating standard office equipment. Ability to climb stairs and ladders.


• Strength: Ability to lift and carry materials or equipment weighing up to 25 pounds occasionally.

• Vision and Hearing: Sufficient visual acuity to read printed and digital materials, view computer screens, and interpret maps or diagrams. Adequate hearing to participate in verbal conversations, meetings, and virtual communications. Sufficient visual and auditory acuity to assess field conditions, monitor safety hazards, and communicate effectively in potentially noisy environments.
