Job summary

Pine County is seeking an administrative professional to process homestead applications, review transfers, and maintain sale records for the sales ratio study. You will collaborate with other counties and communicate with state departments on program requirements.

The role requires knowledge of Minnesota assessment laws, GIS mapping, and CAMA systems. Full-time, grade 6, with a starting wage around $23.96–$31.15 per hour depending on experience.

  • Base Pay $46,722.00 - $48,750.00 / Year

Status: Grade 6, Full-time, non-exempt (37.5 hours/week)


GENERAL DEFINITION OF WORK

Performs intermediate administrative work processing homestead applications, reviewing transfer documents for homestead or classification changes, maintains all sale records on properties for the sales ratio study, and related work as apparent or assigned. Work is performed under the moderate supervision of the County Assessor.


ESSENTIAL FUNCTIONS


  • Process homestead applications to determine if property qualifies for residential homestead, agricultural homestead, relative, special, veterans, actively farming, cross county homestead, disabled homestead and determine if additional properties are eligible for homestead due to location and ownership. Collaborate with other counties on duplicate homesteads and cross county homesteads.

  • Provides information regarding the Minnesota property tax statutes and valuation process to property owners.

  • Process classification changes as required due to County Assessor approval or denial of program applications and property changes such as new construction by reviewing entire assessment of parcel including land, buildings, and extra features.

  • Track and mail correspondence to the public relating to property classifications and special programs.

  • Reviews all property transfers to determine affect on homestead, classification, and special programs. Maintains property sale information in CAMA by maintaining correct property type for the sales ratio study, ensures sales ratios are calculating correctly, and routes sales to applicable appraiser. Reports sale details to Minnesota Department of Revenue and communicates with assigned Property Tax Compliance Officer on matters and concerns regarding sales.

  • Correspond with the Minnesota Department of Revenue and Minnesota Department of Natural Resources on sustainable forest incentive act and 2c managed forest classification to ensurerequirements of programs are met.

  • Calculate proposed taxes for proposed property changes (homestead, classification, new construction, and special programs).

EDUCATION AND EXPERIENCE

High school diploma or GED and moderate experience with Microsoft Office, or equivalent combination of education and experience.


PREFERRED EXPERIENCE

One to three years of experience in real estate, business, customer service, or related field.


SPECIAL REQUIREMENTS


  • Property Tax Calculation Certification (optional, possible on job training provided)

  • Valid Driver's License


KNOWLEDGE, SKILLS, AND ABILITIES

General knowledge of County and department policies, practices and procedures; thorough knowledge of section maps, GIS-Online mapping and plat books; general knowledge of Minnesota assessment laws and property surveys; thorough knowledge of property records, time sheets and property change log;comprehensive knowledge of the homestead log; thorough knowledge of standard office equipment and software; general knowledge of Assessment Administration and CAMA in Tyler, WebExtender, Landshark and Beacon; ability to make arithmetic computations and compute rates, ratios and percentages.


PHYSICAL REQUIREMENTS

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and repetitive motions, frequently requires standing, walking and reaching with hands and arms and occasionally requires using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

  • Starting Wage: $23.96 – $25.00 per hour (AFSCME Courthouse Unit, Grade 6, Step 1 – Step 2), depending on qualifications and experience.

  • Full Grade 6 Salary Range: $23.96 – $31.15 per hour, reached through step advancement under the collective bargaining agreement.

  • Current Pine County employees who promote or transfer into this position are placed according to the AFSCME Courthouse agreement.
