Job summary

Leidos seeks an ArcGIS Systems Engineer Subject Matter Expert in Fort Belvoir, VA to maintain and upgrade enterprise GIS software, services, and web apps. You will ensure ArcGIS infrastructure performance, provide user support, and troubleshoot complex GIS issues while collaborating with IT and GIS users to advance initiatives.

The role requires expertise in ArcGIS Enterprise administration, databases, scripting, and Windows Server, with a TS/SCI clearance.

Qualifications

• Bachelor’s degree plus 12+ years of relevant experience or Master’s plus 10+ years of relevant experience.
• 4 years’ combined experience with ArcGIS administration, geospatial data, analysis, maps, services, and applications.
• Advanced understanding of Microsoft Server in Active Directory environments.
• 3 years of experience with web server management and implementation; troubleshooting websites, applications, and security implementations.
• 3+ years’ combined experience with SQL and Python.
• Strong knowledge of relational databases (Oracle and PostgreSQL).
• Ability to obtain and maintain TS/SCI clearance prior to start.

Leidos is seeking a ArcGIS Systems Engineer Subject Matter Expert in Fort Belvoir, VA to support the DTRA Program. As a member of our high-performing team, you will be responsible for maintaining and upgrading enterprise GIS software, services, and web applications. This role includes ensuring the optimal performance of the ArcGIS infrastructure, providing user support, and troubleshooting complex GIS issues. You will collaborate with IT professionals and GIS system users to advance GIS initiatives that help the program meet the evolving needs.

We are looking for a forward-thinking professional with these key required skills: ArcGIS Enterprise Administration, Relational Databases (Oracle and/or PostgreSQL, Scripting (Python, PowerShell), Windows Server Administration, Incident/Ticketing System (ServiceNow, Jira).

Salary Range: $175K-$205K

Primary Responsibilities:

• Provide operational support and maintenance for Esri ArcGIS Enterprise environments, including Esri Portal and ArcGIS Server.
• Design and implement solutions for complex technical challenges that affect multiple areas or disciplines.
• Plan, support, implement and document engineering solutions to meet customer requirements autonomously with minimal oversight and direction.
• Will serve as the subject matter expert for deployed solutions, developing skillsets within the operations team to facilitate a complete transition for day to day operations and maintenance, while serving as a Tier 4 escalation point.
• Will provide all documentation for developed solutions, including Technical Implementation Plans (TIPs), Work Instructions, As-Built documents and transition documentation.
• Support the currently deployed Esri product suite as well as all future releases of Esri product lines.
• Upgrade ArcGIS Enterprise systems to the applicable or latest versions.
• Perform ArcGIS software patching for systems.
• Assist the organization with any ArcGIS software requirements and troubleshoot GIS software issues to ensure full functionality.
• Collaborate with various programs to integrate data from other systems of record, supporting customer requirements and advancing GIS initiatives.
• Communicate with internal team members across multiple areas and client team members.
• Ensure all data is secured and accessible only as appropriate, in compliance with agency policies and privacy laws.
• Document and manage all application user guides, work processes, server configurations, enterprise architecture settings, and GIS database connections/accounts.
• Understand and apply the ArcGIS Products Life Cycle.
• Provide technical insight and recommendations to help determine GIS policies, objectives, and potential GIS software purchases.
• Formulate implementation options, conduct research, and convert strategies into actionable plans with defined timetables and deadlines.
• Work with the team to accomplish daily objectives, making a significant impact on operational outcomes or project deliverables.

Basic Qualifications:

• Bachelor’s degree and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience, additional years of experience may be substituted in lieu of degree.
• 4 years’ combined experience with ArcGIS administration, geospatial data, analysis, maps, services, and applications.
• Advanced level understanding of Microsoft Server in Active Directory environments.
• 3 years of experience with web server management and implementation; troubleshooting of websites, applications, and security implementations.
• 3+ years’ combined experience with SQL and Python.
• Thorough understanding of Windows basic networking services, to include DNS, DHCP, sites and services.
• Successful verification of your 8140 (Previously 8570), IAT Level II (SEC+ or equivalent) prior to your start date with Leidos, as well as ability to maintain certification for duration of assignment to the DTRA I3TS contract.
• Must hold a Top Secret/SCI Clearance.

Factors to help you shine: (Required Skills)

These skills will help you succeed in this position:

• Hands- on experience with installation, configuration, maintenance, and updates (including Map Releases) of Esri software such as ArcGIS Server, ArcGIS Desktop, and ArcGIS Pro.
• Experience providing GIS technical support and customer service directly to users.
• Experience creating technical documentation in Confluence, or SharePoint.
• Experience resolving and documenting work on incident tickets in ServiceNow or Jira.
• Solid knowledge of relational databases (Oracle and or PostgreSQL).
• Intermediate experience in automating tasks with scripting languages like Python, or PowerShell.
• Hands- on experience installing/administering/troubleshooting Windows Server 2022.
• Excellent communication and written skills.

Desired Skills:

• Preferably hold Esri Technical Certification in ArcGIS Desktop or Enterprise domains.
• Knowledge of REST-based web services and third- party system monitoring tools.
• Basic experience automating configuration management and provisioning (Ansible automation, CloudFormation / Terraform).
