The NIH National Library of Medicine's Lister Hill National Center for Biomedical Communications is now seeking a Chief to direct their Applied Clinical Informatics Branch.

About the position

The NIH National Library of Medicine Lister Hill National Center for Biomedical Communications was established by Congress in 1968 and consists of the Office of the Director, the Scientific Computing Branch, and the Applied Clinical Informatics Branch. We are now seeking an individual to head the Applied Clinical Informatics Branch and manage its $9M annual budget and highly-skilled staff of 30 personnel.

The Applied Clinical Informatics Branch is responsible for developing innovative solutions for complex biomedical informatics challenges related to the use of clinical data. To this end, the ACIB routinely collaborates within NIH and across HHS agencies to develop data science solutions addressing issues of mutual interest, including interdisciplinary, cross-divisional projects and the assessment of real-world clinical data sets for further use in biomedical research. These endeavors may include transforming clinical data metadata for computer algorithm use, the post-processing of biomedical images, artificial intelligence applications, and the use of machine learning.

This prospective Chief is responsible for setting the overall direction of the ACIB and thus devise approaches to strengthen clinical data and improve its value to the NIH research enterprise. This chief will oversee program development and guide our branch through program evaluation, product assessment, and policy formulation. More specifically, the chief will develop assessment criteria for reviewing ACIB projects, identify new project areas to pursue, and provide oversight to our expanding portfolio of new and continuing research programs. Furthermore, this chief will hold particular responsibilities over the ACIB's Center for Clinical Observational Investigations, a subdivision of our branch which characterizes datasets for use in conducting observational research via the testing of hypotheses arising from basic and pre-clinical data.

Prospective chiefs can expected to lead the day-to-day operations of our branch and conduct the supervisory duties relegated to them as the head of our department, such as mentoring staff, managing the budget, and training staff to ensure our tasks are completed well and on time.

Prospective candidates must possess a doctoral-level degree in biology, or hold a master degree in bioinformatics. In addition, candidates must have at least one year of relevant experience with demonstrated expertise in setting scientific policy, scientific project delivery, biomedical product manufacturing, and/or the use of novel evaluation methods). Individuals with experience leading and communicate regulatory scientific policy are particularly encouraged to apply. Invitations to contribute to major national and/or international meetings and symposia demonstrate these qualities with sufficient rigor.

If you are a current Federal Title 5 employee, you must have one year of equivalent experience at the GS-14 level or above.
