ABOUT THE DEPARTMENT:

The District Attorney’s Office represents the State of Oregon in all criminal cases filed in Deschutes County. Our team collaborates closely with County IT and internal technical staff to maintain case management tools, ensure accurate reporting, and support the information systems that make our criminal justice operations possible.

ABOUT THE JOB:

The Application Systems Analyst III serves as a senior technical resource within the District Attorney’s Office, specializing in the support, optimization, and advancement of internal case management systems. This position provides high-level analysis, configuration, and problem-solving to ensure our case management and statistical reporting tools function reliably and efficiently.

The Analyst works closely with Deputy District Attorneys, managers, advocates, and administrative staff to understand operational needs and translate them into effective system solutions. The role also partners directly with County IT to coordinate upgrades, ensure data integrity, implement new functionality, and maintain secure, compliant information systems.

This position supports the DA’s mission by enhancing case tracking, improving data accuracy, streamlining workflows, and enabling high-quality reporting of criminal justice statistics essential for decision-making and public transparency.

Key Responsibilities:

• Provide advanced technical support for the District Attorney’s internal case management systems, identifying issues, analyzing root causes, and implementing solutions that improve reliability and workflow efficiency.


• Work closely with DA staff and stakeholders to assess operational needs, enhance business processes, and develop user-friendly system improvements that support case tracking, reporting, and daily prosecutorial functions.


• Configure, test, maintain, and optimize applications and databases used by the DA’s Office; ensure data accuracy, system integrity, and compliance with security and confidentiality requirements.


• Partner with County IT to coordinate system upgrades, integrations, and troubleshooting efforts; monitor system performance and resolve technical issues to ensure consistent uptime for critical case management tools.


• Manage and document application-related projects, including requirements gathering, development, testing, deployment, and ongoing support, ensuring timely completion and alignment with departmental priorities.

What You Will Bring:

Knowledge of or experience with:

• Knowledge of District Attorney Office operations, criminal case workflows, and departmental policies, including how case management systems support prosecutorial functions.


• Understanding of application and technology management in a public-sector justice environment, including system integration, project planning, and collaboration with County IT.


• Knowledge of IT systems administration practices relevant to criminal justice data, including security protocols, access standards, troubleshooting methods, and documentation requirements.

Skill in:

• Diagnosing and resolving technical issues within networked and distributed case-management systems.


• Working independently in a fast-paced, technically complex criminal-justice environment.


• Researching, evaluating, and improving database applications and workflow processes used by the DA’s Office.


• Installing, maintaining, and upgrading software applications while identifying and resolving operational or security problems.


• Assessing user needs, troubleshooting system and equipment malfunctions, and delivering effective technical support and training.

$8,416.28 to $11,278.63 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately.

• Associate’s degree in Computer Science, or related field;


• AND five (5) years of current software development and technical support experience;


• OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.

Preferred Qualifications:

• Familiarity with Prosecutor by Karpel.


• Familiarity with the structure and operations of the criminal justice system.


• Experience designing, developing, and supporting enterprise-level applications.

Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.

Must have the ability to obtain Criminal Justice Information System (CJIS) certification upon hire.
