Job summary

South Carolina Department of Public Health is seeking a Senior Application Analyst to design, code, test, document, implement, modify and upgrade agency systems for Vital Records, PHSIS and related applications.

The role requires collaboration with Senior Analysts, documentation, and problem resolution while ensuring compatibility with EDM and GIS. Strong ASP.NET MVC, C#, jQuery, HTML/CSS skills and SQL/XML experience are essential.

Qualifications

  • High school diploma and work experience in computer programming.
  • Associate or Bachelor's degree may substitute for required work experience.
  • Bachelor’s in CS or related field with 1 year software development; or Associate with 2 years experience.
  • Knowledge of information systems design, testing, debugging, analysis, maintenance and security techniques.
  • Experience writing SQL queries, stored procedures and XML.
  • Strong analytical and problem-solving skills; effective communication.
  • Minimal travel may be required.

Responsibilities

  • Work with Senior Application Analysts to design, code, test, document and upgrade agency systems.
  • Provide technical support and ensure integration with EDM and GIS.
  • Assist with system process monitoring, stored procedures, and third-party solutions.
  • Prepare system documentation and act as technical consultant to customers.
  • Respond to service calls and help resolve issues.

Under limited supervision the analyst will work with Senior Application Analysts to perform the analysis, design, code, testing, documentation, implementation, modification, and upgrade of agency computer systems supporting Vital Records, BEE, First Sounds and Public Health Statistics & Information Services (PHSIS). To include integration and monitoring of supporting backend system processes and solutions, documentation, and remediating and solving customer issues.

  • Work in a team environment to implement, maintain and provide technical support for Vital Records and PHSIS specific applications as assigned. Provide technical back-up for other applications as assigned. Ensure systems integrate seamlessly with agency Electronic Document Management System (EDM) and Geographic Information Systems (GIS). Adheres to Information Technology application development standards.
  • Assist with integration and monitoring of supporting system processes, stored procedures, and third party solutions. Remediate and solve customer reported issues.
  • Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication.
  • Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards. Assist with problem resolution and support the IT Service Center by responding to application-related service calls.
  • Other duties as assigned.
  • Employee will work under limited supervision. Must be customer-oriented and respond to priority tasks as needed. Some after-hour and weekend work may be required.
State Minimum Requirements:

A high school diploma and work experience in computer programming. An associate's degree or a bachelor's degree in a related field may substitute for the required work experience.

Agency Additional Requirements:

Bachelor’s degree in computer science or related field and one (1) year of applicable software development and modification experience; or associate degree in computer science, computer technology, or a related field and two (2) years of applicable software development and modification experience; or a high school diploma and four (4) years of experience in computer programming or computer system development and modification in a Microsoft ASP.NET MVC framework (C#, ASP.NET, ADO.NET) environment. Knowledge of information systems design, testing, debugging, analysis, maintenance and security techniques. Experience in writing SQL queries, stored procedures, and XML. Strong analytical and problem-solving skills. Ability to communicate effectively both orally and in writing. Ability to prioritize and complete multiple tasks efficiently and effectively. Minimal amount of travel will be required.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.

Visual Studio C# .Net, experience using jQuery, ASP.Net, HTML, CSS and reporting in web application development; browser independent web application development experience using Chrome, Safari, Firefox and Internet Explorer.
