Job summary

Pioneer Human Services is seeking an Apartment Manager in Seattle to oversee housing operations, safety, and resident services. You will manage leasing, move-ins/outs, financials, and daily site maintenance while ensuring compliance with laws and agency policies.

You will lead front-line staff, coordinate with facilities and vendors, and support program outcomes in a mission-driven nonprofit environment.

Qualifications

  • HS Diploma or equivalent required.
  • At least 1 year of property management experience.
  • Experience performing administrative duties.
  • Current CPR/First Aid certification or within two months of hire.
  • Exceptional verbal and written communication skills.
  • Ability to solve problems independently.

Responsibilities

  • Market and lease: advertise vacancies, schedule showings, review applications, maintain leasing files, complete lease agreements, enforce lease provisions.
  • Resident relations: respond to inquiries, handle complaints, coordinate with facilities, manage rent collection and move-in/out procedures.
  • Maintain physical asset: schedule maintenance, inspect units, coordinate with vendors, conduct monthly inspections.
  • Financial reporting: process payments, maintain records, assist with budgeting and invoicing.
  • Administration: maintain property files, handle emergencies, document incidents, support program management.
  • Supervisory: ensure OSHA compliance and adherence to state landlord/tenant laws.

Compensation:

New hires for this position typically start between $24.08 and $30.10 hourly, depending on factors such as work location, experience, qualifications, skills, competencies, internal equity, and market conditions. While the full pay range is provided to support pay transparency, individual compensation will vary within the range based on these factors.

What you'll do

The PHS Housing Team is committed to providing safe and supportive living environments and housing programming and services. The Apartment Manager is responsible for ensuring the safety and security of residents, staff and visitors; and provides quality services and structured programming designed to promote successful community living. Specifically, the Apartment Manager is responsible for managing service and facility functions at the assigned PHS property as well as suggesting and recommending changes in program, policy and procedure to better meet our needs.

PRIMARY/ESSENTIAL DUTIES AND RESPONSIBILITIES:
Marketing and Leasing
  • Advertises unit vacancies through a social medium such as craigslist, Zillow, or others.
  • Schedules the showing of units.
  • Maintains the approved guest log for all residents and their visitors
  • Reviews all rental applications for completion and to ensure resident screening criteria are met.
  • Maintains well documented and organized leasing files for periodic review.
  • Completes Lease Agreement and Addendums.
  • Enforces rules and lease provision. Follow up with appropriate disciplinary actions for rules violations.
Resident Relations
  • Operates within the provisions of local ordinance and Washington State Landlord Resident law, Fair Housing law and the ADA.
  • Responds to resident inquiries, complaints and concerns promptly.
  • Completes maintenance needs and work order requests promptly.
  • Coordinates with Facilities or local vendors for quick and efficient completion of landlord/resident law expectations with sufficient documentation for reimbursement opportunities.
  • Maintains rent collection practices, collaborate with accounting and ensure amounts are being accurately reflected.
  • Facilitates the move-in and move-out procedures of all residents.
  • Routine and consistent enforcement of community rules and regulations.
Maintain the physical asset
  • Guides the work of Facilities and vendor work being completed on-site.
  • Maintains the scheduling of maintenance work with Facilities and/or the appropriate vendor.
  • Conducts monthly building and unit inspections.
  • Makes regular follow-up inspections on maintenance work.
  • Functions as the main point of contact to schedule emergency maintenance.
  • Makes routine follow up inspections on maintenance work completed for vendor viability.
  • Makes daily inspections of grounds, including common hallways.
  • Completes unit turnovers within expected timeline.
  • Makes recommendations for physical repairs, replacements and/or improvements.
  • Conducts inventory control and cleaning of vacant apartments.
  • Touches up painting of vacant apartments if applicable.
Financial Reporting and Control as directed by the Housing Compliance Manager
  • Completes all required documentation for Income Certifications for any of the following programs as applicable based on assigned property: Low Income Housing Tax Credit (LIHTC) Program, WSHFC Bond, Property Tax Exemption and submits to the Housing Compliance Manager for approval prior to move in.
  • Completes annual re-certifications on or before their original certification date for BOND/LIHTC and Property Tax Exemption before the end of January.
  • Processes payments timely and according to policy and procedure.
  • Properly executes receipts for all monies collected.
  • Maintains accurate records within the property management software.
  • Participates in monthly budget variance reporting.
  • Assists in approving invoices for payment.
  • Assists in preparing and maintaining inventory of all equipment and supplies.
  • Reports accurate payroll information to the payroll system (ADP) in a timely manner.
  • Requests pre-approvals for overtime time pay or PTO from Program Manager.
Administration as directed by the Program Manager
  • Maintenance of property files and records.
  • Supervises the handling of any emergency that may arise on-site.
  • Completes incident reporting as required and submits to the Program Manager.
  • Assists in reviewing rents to ensure proper rates are being charged, monitors delinquencies, NSF and bad debt procedures to assure timely collection of rents, or evictions.
  • Communicates all problems and makes recommendations to Program Manager in a reasonable time frame.
  • Provides well-documented resident files to ensure fair and timely resolution of disputes or issues.
  • Demonstrates leadership, and promote professionalism through appearance, attitude and communication skills.
  • Keeps rental office clean, neat, and well organized.
Supervisory Responsibilities
  • Ensures that work assignments are performed in accordance with OSHA (Occupational Safety & Health Act) standards at all times.
  • Ensures employee compliance with the Washington State Residential Landlord & Resident Act and all other governmental laws and regulations.
What you'll bring (required qualifications):
  • HS Diploma or equivalent.
  • At least one-year experience in property management, preferably working with homeless adults, economically disadvantaged, individuals with behavioral health challenges, and/or justice involved individuals.
  • At least one-year experience performing administrative duties.
  • Current CPR/First AID Certification or within two months of hire.
  • Embodies the core values and mission of our organization.

  • Ability to problem solve while working independently.
  • Must be able to pass contract specific screenings.
Preferably you'll bring (preferred/desirable qualifications):
  • 2 years’ experience in property management and/or experience managing finances.
  • Current Driver’s License and clean driving record.
  • Tax credit or other affordable housing experience.
  • 2 years of affordable property management experience.
  • BOND or Tax Credit qualifying applicants.
  • Experience with property management software
