Bachelor's Degree from an accredited college or university AND Must have experience as a manager/supervisor responsible for establishing work plans and/or directly supervising a staff of subordinates. AND At least 5 years of specialized experience in the research and development of complex data analytics projects and/or investigative analyses. DESIRABLE QUALIFICATIONS Professional Certification(s) in the areas of fraud and/or data analytics Knowledge of Postal Service operations EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Knowledge of data governance principles, data stewardship, data lineage, metadata management, and enterprise data architectures. Knowledge of AI governance frameworks, including ethical AI guidelines, model risk management, algorithm auditing, and federal regulations governing automated systems. Knowledge of human-centered design principles, user experience (UX) research methods, and user interface (UI) design for data systems and portals. Skill in designing and executing data literacy programs, curriculum development, and change management strategies to drive workforce adoption. Skill in anticipating and defining policy or user experience challenges, analyzing multi-faceted alternatives, and recommending practical solutions for complex technical issues. Ability to collaborate, delegate, and balance multiple competing priorities, cross-functional projects, and resource constraints across organizational components. Ability to express and present complex technical, policy, and design concepts clearly and concisely, both orally and in writing, for technical, managerial, and non-technical audiences.
