Tech & Society builds on more than a decade of work developing and evaluating the impacts of digital infrastructure and tech policies and programs for clients that include state and local governments, universities, philanthropies, community-based organizations, and disruptive tech companies.

From Brooklyn to London, Medellin to Hong Kong, we have guided hundreds of clients in transforming real estate and economic development concepts, and public infrastructure, first into actionable plans and then into job-producing, community-strengthening assets.

THE ROLE

HR&A is seeking to hire an Analyst, Tech & Society in our New York, Washington DC, Los Angeles or San Francisco Bay Area office. As an Analyst in the Technology & Society Studio, you will be a core member of project teams across a portfolio of projects, for which examples include: making the internet work for New York with New York State's ConnectA All Office, transforming the social service infrastructure of Clark County, Nevada, building capacity in Texas's digital inclusion ecosystem, supporting technology infrastructure providers in disrupting monopolies, advancing the Public AI movement, and designing and managing multi-million-dollar programs at the intersection of these issues.

We’re looking for someone who:

  • Understands how, why, and where technology gets built — and for whom it doesn’t — and why its benefits are inequitably distributed across communities.
  • Has worked or studied at the intersections where hard problems live and new solutions are needed: of policy and product, industry and community, global infrastructure and local interests.
  • Can communicate clearly between public servants, community stakeholders, technical teams, and business executives.
  • Is rigorous enough to produce unimpeachable analysis and entrepreneurial enough to take initiative on problems that don’t come with instructions.
  • Brings curiosity and independent judgment to complex, ambiguous work — and isn’t waiting to be told what the question is.

Analysts are early-career professionals with 2–4 years of experience who form the foundation of our team-oriented and collaborative structure and help drive our data-driven approach to client work. We’re specifically looking for people who combine policy and planning depth with practical technology literacy — candidates who can evaluate a procurement, support a community engagement process, contribute to an economic and fiscal impact analysis, and write a clear memo for an executive, often on the same project.

DAY-TO‑DAY RESPONSIBILITIES MAY INCLUDE:
  • Quantitative and qualitative analysis, including economic and fiscal impact modeling, policy analysis, market research, and program evaluation.
  • Developing written reports, client presentations, and financial models that translate complex findings for public, private, and civic sector audiences.
  • Supporting community engagement processes, including facilitation, stakeholder interviews, and participatory design.
  • Contributing to business development through proposal writing and firm marketing materials.
  • Applying AI tools and emerging analytical methods to accelerate research, modeling, and deliverable production, with sound judgment about when and how to use them, as well as how to address inherent biases.
EXPERIENCE REQUIRED

We are looking for candidates with strong quantitative and qualitative skills, a genuine curiosity about technology’s role in society, and the drive to produce work that matters. Competitive candidates will bring:

  • 2–4+ years professional experience in a relevant field.
  • Experience working at or genuine interest in the intersection of technology delivery and policy – in civic tech, govtech, internet infrastructure, digital services, or a comparable environment.
  • Demonstrated ability to assess or engage with technical concepts and communicate them to non-technical audiences.
  • Exceptionally strong written and verbal communication skills.
  • Ability to work on multiple projects at once with precision and attention to detail.
  • Demonstrated ability to conduct quantitative and qualitative analysis, including financial analysis.
  • Proficiency in common AI tools (LLMs like Claude, ChatGPT, and other models) and understanding of responsible use, limitations, and independent verification.
  • Bachelor’s degree in a related field; Master’s degree preferred.
IDEAL CANDIDATES WILL ALSO HAVE
  • Experience working directly with government agencies, technology companies, or tech-oriented non-profits.
  • Experience with or demonstrated interest in software development tools including React, Vercel, Node, GitHub, and Mapbox.
  • GIS or spatial analysis skills.
  • Interest in broadband infrastructure, digital inclusion programs, AI governance frameworks, or workforce development policy and programs.
  • Experience with program design or management, with an appreciation that operationalizing public policy through on-the-ground delivery is often more important than new regulations or budget allocations.

HYBRID WORK POLICY

HR&A fosters a collaborative and flexible work environment. Employees work from the office at least three days a week, balancing professional and personal needs while staying connected to their teams.

COMPENSATION

The base salary range for this position is $83,200 – $98,571, plus the opportunity for a discretionary year‑end bonus. The offer within this range depends on experience.

We offer competitive compensation packages based on qualifications and experience. As an employee‑owned company, you will benefit from the firm’s growth over time through our Employee Stock Ownership Plan. We also provide a comprehensive benefits package that includes coverage of 90–95% of healthcare premiums, dental and vision coverage, and more.
