Job summary

Allegheny County Department of Human Services (DHS) is seeking a data analyst to execute empirical analyses, manage operations, and drive improvements in program performance and client outcomes. You will collaborate with DHS teams and external partners to ground analytics in real-world data and implement high-impact operational changes.

The role requires proficiency in Python or R, data querying, and strong communication skills to convey technical insights to non-technical stakeholders.

Qualifications

  • Executes well-scoped analytical tasks with sound fundamentals of analytics, including problem framing, descriptive analysis techniques, presentation and visualization of results, and documentation.

  • Creates organizational impact, consistently delivering results on assignments.
  • Demonstrates growth in ability to learn new technologies and domain knowledge to increase impact.

Job description

The analyst is responsible for executing on empirical analyses, operations management, and research that yield material improvements in performance for services and client outcomes. They collaborate with dedicated teams, external research partners, and other County departments, to ground operational complexities in real-world data, and identify and implement high-impact operational changes and new services to better meet the diverse needs of the community through careful analysis of DHS’s unique data assets.

Essential Duties and Responsibilities

  • Executes well-scoped analytical tasks with sound fundamentals of analytics, including problem framing, descriptive analysis techniques, presentation and visualization of results, and documentation.
  • Writes high-quality code and shows consistent improvement in technical ability.
  • Uses statistical programs such as Python or R for analysis and a programming language for querying structured data.
  • Creates organizational impact, consistently delivering results on assignments.
  • Demonstrates high growth in ability to digest and incorporate new technologies, coding skills, and domain knowledge to increase organizational impact.
  • Earns trust with program partners through problem identification and simplification, considering paths to automation or better anticipation of customer demand, and communicating results clearly.

From time to time the employee will be required to perform additional tasks and duties as required by the employer.

Knowledge, Skills and Abilities

  • Proficient in a statistical programming language such as Python or R and familiarity with a programming language for querying structured data.
  • Strong interpersonal, written and oral communication skills to both technical and non-technical audiences.
  • Excellent organizational, problem solving and analytical skills.
  • Embraces the DHS mission and guiding principles.
  • Demonstrated interest in public service and research.
  • Ability to sit for long periods (2 plus hours); traverse building carrying up to 10 pounds (files, books, etc.)
  • Consistent access to reliable transportation with the ability to navigate in the community for work related assignments.
  • Familiarity with policy issues and public data (preferred)
  • Prior experience and training in research methods through work experience at a research institution, think tank, evaluation firm, or other research-oriented firm or government agency (preferred)

Education/Experience Requirements

Bachelor’s or Master’s degree in a quantitative field, with prior experience in applied analytics preferred

Any equivalent combination of education and experience which provides the required knowledge, skills and abilities.
