Description

HighPoint professionals focus on helping government agencies and companies implement their most critically strategic initiatives. The role of Analyst contributes to HighPoint by monitoring, evaluation, and data analytics support to strengthen the effectiveness, accountability, and compliance of DCDDP programs. The position analyzes program and performance data, develops monitoring and reporting tools, and provides actionable insights that support risk management, strategic decision-making, continuous improvement, and federal reporting requirements.

JOB RESPONSIBILITIES:
  • Provide programmatic coordination and user support to maximize the effective use of ACF and HHS-approved systems, platforms, and reporting tools that support grants management and program operations.
  • Analyze existing business processes and recommend improvements that enhance efficiency, data quality, reporting accuracy, and overall user experience.
  • Coordinate with ACF and HHS system providers, including GrantSolutions and other government-authorized platforms, regarding form updates, reporting requirements, program changes, and system-related issues.
  • Assist with the preparation, organization, validation, and reconciliation of program data to support reporting activities, system updates, and data transition efforts.
  • Develop and maintain user guidance, standard operating procedures, job aids, communications, and training materials to support staff and grant recipients.
  • Deliver training and technical assistance to program staff and grant recipients on the effective use of approved systems and reporting tools.
  • Support change management initiatives by coordinating stakeholders, gathering feedback, tracking issues, and facilitating communication related to system enhancements and process changes.
  • Serve as a liaison between OCS staff, grant recipients, and government system providers to support timely resolution of system-related questions and operational challenges.
  • Monitor user feedback and identify opportunities to improve processes, training resources, and system utilization.
  • Ensure all activities comply with federal information security, privacy, records management, and data governance requirements.
KNOWLEDGE AND SKILLS REQUIREMENTS:
  • Knowledge of grants management, reporting processes, and federal program operations within government or grant-making environments.
  • Strong ability to provide user support, technical assistance, and training for business systems and reporting platforms.
  • Experience developing guidance documents, job aids, training materials, and user communications.
  • Ability to analyze business processes, identify operational challenges, and recommend practical process improvements.
  • Strong coordination and stakeholder management skills with the ability to work effectively across multiple teams and organizations.
  • Experience supporting change management efforts, including communication planning, issue tracking, user engagement, and adoption strategies.
  • Strong organizational and project management skills with the ability to manage multiple priorities and deadlines.
  • Excellent written and verbal communication skills with the ability to explain technical concepts to non-technical audiences.
  • Strong analytical and problem-solving skills with attention to detail and data accuracy.
  • Knowledge of federal information security, privacy, records management, and compliance requirements related to government systems and data.
EDUCATION AND YEARS OF EXPERIENCE REQUIREMENTS:
  • Bachelor's degree in Business Administration, Public Administration, Information Systems, Management, Communications, or a related field.
  • 5+ years of experience supporting program operations, grants management, business process improvement, systems coordination, user support, training, or change management activities.
  • Travel possible up to 10-20%.
