This position is for an Air Quality Specialist I position in the Office of Air Resources’ Permitting Section. The position is an entry level position and will be involved in the review of applications to construct, install or modify sources of air pollution or air pollution control systems and review air dispersion modeling analysis reports. The Air Quality Specialist I will be responsible for recommending to a superior the approval or denial of an application and if approvable, preparing a draft permit for issuance. The work is very detail-oriented and technical in nature. Due to the technical nature of the work, an engineering degree is preferred, however an EIT is NOT required. All qualified educational degrees will be considered.

Air Quality Specialist I Class Definition GENERAL STATEMENT OF DUTIES: To perform routine and various scientific or engineering work and duties necessary to implement and conduct programs and projects related to environmental compliance, permitting or management as it pertains to air pollution; and to do related work as required.

SUPERVISION RECEIVED

Receives general and specific work assignments from a superior with some latitude for exercising independent judgment; work is reviewed in progress and upon completion for results and conformance to accepted standards.

SUPERVISION EXERCISED

Usually none. As assigned, may, supervise the work of technical, seasonal and/or clerical employees.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED
  • To perform routine and various scientific or engineering work and duties necessary to implement and conduct programs and projects related to environmental compliance, permitting or management as it pertains to air pollution; and to do related work as required.
  • To perform scientific or engineering work in a statewide air quality program.
  • To assist in the development and implementation of various projects, studies, or surveys in the relevant field of air pollution.
  • To prepare, review or contribute to clear, technically sound, and scientifically accurate technical plans and/or documents that may include findings, conclusions and recommendations regarding the implementation of federal and state air quality standards.
  • To conduct research on the identification, causes and effects of air pollution.
  • To estimate emission rates from various sources and source categories to provide information on the air quality program effectiveness, potential future problems of air quality control, determining sampling locations and the need for development of new regulations.
  • To conduct evaluations of sources of air pollution, review permitting and other technical supporting documents for completeness and conformance to policies and regulations relating to air pollution.
  • To conduct technical inspections of air pollution sources to ensure compliance with applicable federal and state regulations, air quality evaluations of environmental impact statements, and provide technical advice relating to the solution of air quality problems.
  • To conduct technical reviews of applications for approval to construct, install, or modify equipment which may emit air pollutants and air quality control systems.
  • To recommend to a superior that enforcement action be taken when necessary to achieve compliance with air quality control regulations.
  • To draft technical or other appropriate correspondence and communication when required.
  • To collaborate with a variety of partners and stakeholder groups and contribute to cooperative projects when necessary.
  • To perform air quality modeling, as required.
  • To review reports, investigations, and studies, interpret findings, prepare written reports, and make recommendations to a supervisor.
  • To provide technical and scientific advice when required to the department or external stakeholders.
  • To establish and maintain records, databases, or files.
  • To do related work as required.
REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGES, SKILLS AND CAPACITIES

A working knowledge of the basic principles, practices, procedures and technology employed to preserve, protect and improve the air resources of the state; a working knowledge of the state laws and regulations as they relate to air quality and the ability to interpret and apply such laws; the ability to conduct research on the identification, causes and effects of air pollution; the ability to prepare scientifically accurate reports on, and develop technical plans for air quality programs; the ability to gather and analyze technical and/or statistical data; the ability to communicate effectively both orally and in written form; the ability to establish and maintain effective working relationships with associates, other government officials, stakeholders and partners; and the ability to engage in field work as required.

EDUCATION AND EXPERIENCE

Education: Graduation from a college of recognized standing with a Bachelor’s degree, in one of the environmental, physical, or biological sciences; chemical, civil or environmental engineering, meteorology; environmental economics; or a closely related field.
