Job summary

Citi is seeking an Applications Development Senior Programmer Analyst in Tampa, FL. The role focuses on designing, building, and maintaining full stack web applications, leveraging AI coding assistants, and delivering robust APIs.

Qualifications

  • 5 years of experience in applications development or similar.
  • Experience designing, developing, and maintaining front-end and back-end components.
  • Hands-on experience with AI coding assistants (e.g., Devin, Copilot, Claude).
  • Proficient with modern JavaScript frameworks (React), HTML, CSS.
  • Server-side development with Java, Python, Node.js, or similar.
  • SQL/PLSQL and Oracle database knowledge.
  • RESTful API design and development.
  • Familiar with CI/CD tools (Docker, Jenkins, OpenShift).
  • Ability to deploy and maintain apps across environments.
  • Experience with Agile methodologies and Jira.
  • Strong testing (unit/integration/end-to-end) and debugging skills.
  • Collaboration with cross-functional teams to deliver quality software.

Responsibilities

  • Participate in feasibility studies, planning, and estimation for new or revised applications.
  • Oversee development lifecycle from design to implementation and support for business users.
  • Analyze complex problems and evaluate business processes against standards.
  • Suggest and implement security measures in post-implementation reviews.
  • Consult with users and tech groups, propose advanced programming solutions.
  • Help define operating standards and procedures.
  • Provide guidance to junior analysts and act as SME.
  • Operate with limited supervision and exercise independent judgment.
  • Assess risk in business decisions and ensure regulatory compliance.
  • Collaborate with developers, designers, and stakeholders to deliver software.

Job description

The Applications Development Senior Programmer Analyst is an intermediate level position responsible for participation in the establishment and implementation of new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to contribute to applications systems analysis and programming activities.

Responsibilities:
  • Conduct tasks related to feasibility studies, time and cost estimates, IT planning, risk technology, applications development, model development, and establish and implement new or revised applications systems and programs to meet specific business needs or user areas
  • Monitor and control all phases of development process and analysis, design, construction, testing, and implementation as well as provide user and operational support on applications to business users
  • Utilize in-depth specialty knowledge of applications development to analyze complex problems/issues, provide evaluation of business process, system process, and industry standards, and make evaluative judgement
  • Recommend and develop security measures in post implementation analysis of business usage to ensure successful system design and functionality
  • Consult with users/clients and other technology groups on issues, recommend advanced programming solutions, and install and assist customer exposure systems
  • Ensure essential procedures are followed and help define operating standards and processes
  • Serve as advisor or coach to new or lower level analysts
  • Has the ability to operate with a limited level of direct supervision.
  • Can exercise independence of judgement and autonomy.
  • Acts as SME to senior stakeholders and /or other team members.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:
  • Experience: 5 years of experience.
  • Full Stack Development: Design, develop, and maintain both front-end and back-end components of web applications.
  • AI Tool Fluency: Hands-on experience using AI coding assistants (like - Devin, Copilot, Claude).
  • Front-End Development: Develop user interfaces using modern JavaScript frameworks (e.g., React), HTML, and CSS.
  • Back-End Development: Develop server-side logic and APIs using languages such as Java, Python, Node.js, or similar.
  • Oracle PL/SQL Development: SQL and PL/SQL knowledge, understanding of relational database management systems (RDBMS) like Oracle database.
  • API Development: Design, develop, and implement RESTful APIs using appropriate frameworks and technologies.
  • CI/CD Experience: Familiarity using CI/CD tools to build and deploy code (e.g. Docker, Jenkins, OpenShift), understanding Lightspeed.
  • Deployment: Participate in the deployment and maintenance of applications on various environments.
  • Agile: Experience with Agile development methodologies and JIRA.
  • Testing: Develop and execute unit, integration, and end-to-end tests.
  • Troubleshooting: Identify and resolve technical issues and bugs.
  • Collaboration: Work closely with other developers, designers, and stakeholders to deliver high-quality software solutions.
