Job summary

Kroll is seeking an experienced Agile Software Developer to join the ONELOUDER program at Fort Meade, MD. You will design, develop, and deliver Java Spring Boot microservices on AWS, creating REST services and CI/CD pipelines in a classified, on-site environment.

Level 3 requires 9+ years with a BS (or 7+ with an MS). An active TS/SCI clearance with FS Polygraph and CI investigation within 5 years is required for this DoD/IC role.

Qualifications

• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or related field.
• 9+ years of DoD/IC classified software development with a Bachelor's or 7+ years with a Master's.

Responsibilities

• Deliver software iteratively in an Agile model with sprints, CD, and incremental releases.
• Develop Java Spring Boot microservices on AWS and build REST services.
• Create and maintain CI/CD pipelines and containerized delivery with Kubernetes/Docker.
• Implement OAuth/OIDC authentication in microservice environments and secure coding practices.
• Coordinate with security personnel on deployments in SCIF environments.
• Develop automated tests with Playwright and Cucumber for CI.
• Manage GitLab version control and branching in a multi-developer team.

Location: Fort Meade, MD

Clearance Required: Top Secret/SCI, Full Scope (FS) Polygraph, and Counterintelligence (CI) investigation (within last 5 years)

This position supports the Distribution Team effort on the ONELOUDER program at Fort Meade, MD, focused on modernizing a legacy operational system using a microservices-based architecture and cutting-edge cloud technologies. The Agile Developer will design, develop, and deliver Java Spring Boot-based microservices on AWS, building REST services and CI/CD pipelines within a classified, on-site operational environment. The role requires an active TS/SCI, a FS Polygraph, and a Counterintelligence (CI) investigation completed within the last 5 years. The incumbent will serve as senior developer who brings proven experience across cloud-native development, CI/CD, and Agile delivery in DoD or IC programs.

At Level 3, this position expects a practitioner with 9+ years of experience (BS) or 7+ years (MS) who operates independently within a team-oriented development environment, contributes across the full software delivery lifecycle, and communicates effectively with both technical peers and program stakeholders. All work is performed on-site in a classified facility at Fort Meade.

This position requires direct employment with EmergeATS (Kroll subsidiary). No sub-to-sub arrangements.

Key Responsibilities

Agile Software Development

• Deliver software iteratively within an Agile development model using sprints, continuous delivery, and incremental release practices
• Collaborate with team members and stakeholders to define requirements, refine user stories, and maintain delivery momentum
• Communicate and collaborate effectively with other team members and program stakeholders throughout the development process
• Contribute to sprint planning, retrospectives, and continuous improvement of team development standards

Full-Stack and Microservices Development

• Write Java Spring Boot-based microservice applications utilizing AWS native technologies
• Build REST services with Spring capable of filtering and selecting complex data objects
• Design and implement microservice architectures that support legacy system modernization objectives
• Integrate microservice components with NoSQL and MongoDB datastores using proper query and schema design practices

CI/CD Pipeline Management

• Implement CI/CD principles utilizing Maven, GitLab, and GitOps workflows
• Build and maintain container-based delivery pipelines using Kubernetes and Docker
• Automate build, test, and deployment processes to support continuous delivery of classified software products
• Manage version control and branching strategies in GitLab within a multi-developer team environment

Authentication and Security Integration

• Implement OAuth/OIDC authentication and authorization patterns within microservice environments
• Develop software in accordance with secure coding standards applicable to classified IC environments
• Adhere to program-level security policies and contribute to security review processes for software releases
• Coordinate with security personnel on software deployment activities within the SCIF environment

Testing and Integration

• Develop and maintain automated test frameworks using Playwright and Cucumber to support continuous integration
• Execute unit, integration, and regression testing across microservice components
• Validate REST service outputs and data integrity across distributed system components
• Identify and resolve defects, performance issues, and integration failures in classified development environments

Qualifications

Education: Bachelor's degree from an accredited college in Computer Science, Software Engineering, Information Technology, or a related technical discipline (or equivalent experience/combined education in lieu of degree). Master's degree accepted with reduced experience requirement (see below).

Experience: 9+ years of relevant software development experience with a Bachelor's degree, OR 7+ years with a Master's degree, in DoD/IC classified development environments.

Additional Required Qualifications

• Active TS/SCI clearance, FS Polygraph, and Counterintelligence Investigation completed within the last 5 years
• Proficiency in 2 or more of the following:
• Java, Spring Boot, or Python
• Microservice architectures
• CI/CD tools: AWS tools, Maven, GitLab, GitOps, Kubernetes, Docker
• Database design: NoSQL or MongoDB query and schema design
• OAuth/OIDC implementation
• Test frameworks and automation including Playwright and Cucumber
