PHFA Pennsylvania Housing Finance Agency is seeking a Multifamily Project Underwriter & Financial Analyst to coordinate reviews of multifamily applications and determine eligibility for LIHTC, tax-exempt bonds, and Agency loans. Qualifications

• Bachelor’s degree in business administration, public administration, finance, computer technology, or real estate; or equivalent experience.
• 3–5 years work experience in the affordable multifamily housing field.
• Previous work experience with Low Income Housing Tax Credit underwriting or development.

Responsibilities

• Coordinate the review of assigned multifamily applications and determine LIHTC, tax-exempt bond financing, and Agency loan eligibility.
• Apply prudent underwriting techniques to complex affordable housing transactions and review environmental reports, appraisals, market studies, financing commitments, and project updates.
• Assess financial feasibility and compliance with the Agency's QAP, Development Cost Limits, and Application Instructions; monitor the 25% test for tax-exempt volume cap transactions.
• Serve as primary point of contact for developments, liaise between developers and Agency divisions, and coordinate review activities to meet timelines.
• Facilitate closings, prepare closing-related documents, and coordinate financing/bond strategies with Legal and Finance Departments.
• Maintain compliance with federal, state, and local affordable housing funding programs and monitor project financing structures.
