Vesta Management in Manchester, CT seeks an experienced Affordable Housing Recertification Specialist to oversee income recertifications for LIHTC, Section 8/HUD, HOME, and related programs. You will verify income, assets, and household composition, and manage certification workflows with attention to compliance and timelines.

Ideal candidates bring 1–3 years in affordable housing compliance or property administration, COS certification preferred, and proficiency with Yardi or similar software.

Qualifications

• High school diploma or equivalent.
• 1–3 years of experience in affordable housing compliance, property management, or a related administrative role.
• Preferred: COS, TCS/C3P, or NCP certification.

Responsibilities

• Process annual, interim, and initial certifications/recertifications per program guidelines (LIHTC, Section 8, HUD, HOME).
• Verify resident income, assets, and household composition using third-party methods.
• Prepare and distribute recertification notices within required timeframes.
• Review resident files for accuracy before submission.
• Calculate rent and utility allowance adjustments based on verified income.
• Maintain compliant resident files and update data in PM/compliance software (e.g., Yardi).
• Coordinate with Property Managers and Compliance staff to resolve discrepancies.
• Stay current on changing regulations and program requirements.

The Affordable Housing Recertification Specialist is responsible for managing the annual and interim income recertification process for residents in affordable housing programs (LIHTC, Section 8/HUD, HOME, and other subsidized housing programs). This role ensures continued compliance with federal, state, and local affordable housing regulations by accurately verifying resident eligibility, income, and household composition.

Essential Functions:

• Process annual, interim, and initial certifications/recertifications in accordance with program guidelines (LIHTC, Section 8, HUD Multifamily, HOME, and/or other applicable programs)
• Collect, verify, and calculate resident income, assets, and household composition using third-party verification methods
• Prepare and distribute recertification notices to residents within required timeframes
• Review and audit resident files for accuracy and completeness prior to submission
• Calculate rent and utility allowance adjustments based on verified income
• Maintain accurate resident files in compliance with program requirements and company recordkeeping standards
• Enter and update resident data in property management/compliance software (e.g., Yardi)
• Communicate with residents regarding required documentation, deadlines, and recertification outcomes
• Coordinate with Property Managers and Compliance staff to resolve discrepancies or missing documentation
• Track and manage recertification calendars/deadlines to ensure timely processing and avoid compliance lapses
• Prepare files for internal audits, state housing agency monitoring visits, and HUD/REAC inspections
• Stay current on changing regulations, income limits, and program requirements (HUD, LIHTC, state HFA guidelines)
• Assist with move-in certifications and waitlist eligibility screening as needed

Knowledge, Skills and Abilities:

Required:

• Working knowledge of income/asset verification and calculation methods
• Strong attention to detail and organizational skills
• Proficiency in Microsoft Office (Excel, Word, Outlook)

Preferred:

• Experience with LIHTC and/or HUD Section 8 program compliance
• Experience with property management software (Yardi, RealPage, OneSite, or similar)
• Bilingual (English/Spanish or other relevant language) a plus

Requirements:

Required Education and Experience:

• High school diploma or equivalent
• 1–3 years of experience in affordable housing compliance, property management, or a related administrative role
• Preferred: Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS/C3P), or National Compliance Professional (NCP) certification
• Successful completion of a background check and drug screening required.
• Valid Driver's License and clean driving record required.
