Position Summary

Credence has an immediate need for an Advanced Manufacturing Engineer as a senior who will be primarily responsible for supporting Rapid Sustainment Office (AFLCMC/RO) at Wright Patterson AFB, OH.

RSO's mission is to advance the SECAF's direction and "…leverage mature, new, and emerging technology to reduce sustainment costs and improve readiness…". The RSO will play a role in sustainment analogous to a research laboratory in development. Its customer base, the logistics and sustainment enterprises, should come to view RSO as their center of excellence for identifying, maturing, and transitioning technologies with traceable and measurable readiness impacts, cost reductions, and ease of use.

Responsibilities include, but are not limited to the duties listed below:
  • Aid and technical support in identifying, developing, and preparing FSRM, Non-Appropriated Funds (NAF), customer-funded programs, and MILCON projects. Coordinate with customers, governmental personnel, and agencies to define project requirements and ensure compliance with Federal, State, local, and Air Force regulations. Draft PWS, prepare SOW, draft programming documents (DD 1391s), and develop cost estimates, briefings, and other programming/acquisition package components for Government approval and submission.
  • Perform independent technical and cost reviews of facility project design submittals, standard design templates, charrette reports, and facility design standards/tools prepared by architect-engineers. Verify comprehensive design compliance with applicable design criteria, including Air Force and national standards, criteria, and specifications, citing the specific basis for each finding. Validate the designer's cost estimate, identifying specific areas with questionable bases. Where applicable, assess compliance with programming approval documents and program approval thresholds.
  • Assist in developing project management plans, construction management documents, and required enterprise business system data entries for assigned projects. Assist in creating construction contract award packages, including project folders, liquidated damages, green procurement, quality assurance plans, quality assurance representative nomination forms, funding documents, and periods of performance.
  • Assist the Government with project management, project oversight, technical advice, and quality assurance services. Do not perform inherently governmental activities or represent the Government for contracting purposes.
  • Assist Government personnel with QA/QC oversight of project field activities. Review activities for compliance with Air Force, regulatory, and project-specific procedures and ensure collected data are technically defensible. Provide site visits, documentation, photographs, daily surveillance logs, and reports of observed immediate health and safety hazards. Participate in planning/design charrettes, review and oversee contractor work in progress, and perform quality assurance/quality control. Conduct comprehensive technical reviews of contract submittals, requests for information, change order requests, and other real-time interactions with design or construction contractors.
  • Assist in coordinating and attending project development meetings, contract review meetings, pre-construction meetings, site visits, and other pertinent meetings to coordinate information with installation activities. Develop briefings supporting project and meeting requirements.
  • Perform planning and design work for multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, applying professional knowledge of mechanical engineering concepts, principles, and practices.
  • Prepare, develop, or review design calculations, cost estimates, schedules, underlying analyses, technical drawings, and specifications for a wide variety of projects and mechanical systems. Systems include plumbing (potable water and sanitary sewer); Heating, Ventilation, and Air Conditioning (HVAC); fire suppression, control, and alarm systems; IICS; and other systems of major size and complexity in multi-story office buildings, large steam plants, hangars, and similar structures.
  • Support project programming efforts by developing detailed scopes of work, developing cost estimates meeting AACE Class III requirements, and entering project-specific data into NEXGEN.
  • Support project engineering efforts by developing detailed scopes of work for facilities and infrastructure, electrical engineering, and mechanical engineering. Develop cost estimates meeting Association for Advancement of Cost Estimating (AACE) Class III requirements, classify work in accordance with Air Force instructions and business rules, develop project approval documents, and enter project-specific data into NEXGEN.
  • Assist with program development by recommending project priorities and fiscal years to ensure facility and infrastructure investments support current Air Force facility investment strategies.
  • Develop and run automated reports from NEXGEN to validate that all programmed project records comply with NEXGEN data standards.
  • Must have an active or current Secret security clearance verifiable in the Defense Information System for Security (DISS).
  • Experience utilizing AutoCAD and E4Clicks or equivalent, and familiarity with RSMeans.
  • BUILDER and TRIRIGA experience is desired.
  • Professional registration/license is desired.
  • NEXGEN experience is desired. Without NEXGEN experience, must be willing to learn and utilize the NEXGEN database in performing assigned duties.
  • An ABET-accredited bachelor's degree in architecture, Electrical Engineering, Civil Engineering, or Mechanical Engineering is required for all qualification pathways, together with one of the following education and experience combinations: a Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD;
  • OR, the required ABET-accredited bachelor’s degree and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD;
