Job summary

State of Nebraska in Omaha, NE is seeking a Waiver Application Specialist (Administrative Specialist) to support the Eligibility & Enrollment unit. You will help Nebraskans access Home and Community-Based Services by managing the waiver application process with attention to detail and proactive communication.

The role emphasizes coordinating daily workflows, reviewing applications, and collaborating with internal teams to ensure timely, accurate processing.

Qualifications

  • Minimum of one year of post high school coursework or related experience in administration or office management.
  • Experience in policy analysis, program evaluation, or similar fields is a plus.
  • Familiarity with government or public service environments is preferred.

Responsibilities

  • Coordinate and manage the day-to-day HCBS waiver application workflow.
  • Review incoming applications and referrals for accuracy and completeness.
  • Communicate with applicants to gather documentation and answer questions.
  • Collaborate with internal teams to ensure proper case assignment, tracking, and follow-up.
  • Maintain organized records, generate reports, and identify process improvements.
  • Interpret and apply applicable policies and regulations.

What You’ll Do

In this role, you will:

  • Coordinate and manage the day-to-day operations of the HCBS waiver application workflow
  • Review incoming applications and referrals for accuracy and completeness
  • Communicate with applicants or representatives to gather documentation and answer questions
  • Work closely with internal teams to ensure proper assignment, tracking, and follow-up of cases
  • Maintain organized records, generate reports, and help identify process improvements
  • Interpret and apply relevant policies, guidelines, and regulations
  • Provide exceptional customer service to the public and providers seeking HCBS information
Requirements/Qualifications

Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency.

Preferred Qualifications
  • Experience working in a human services or Medicaid-related environment.
  • Familiarity with state systems such as NFOCUS, SharePoint, and Outlook.
  • Experience reviewing and tracking high volumes of documentation or applications.
  • Knowledge of waiver programs or public assistance systems.

Some positions may require experience and/or training that is unique to the work assigned; a valid driver’s license or the ability to provide independent authorized transportation; and/or criminal history background checks and other specific background check protocols for their agency.

  • Proficiency in Microsoft Office Suite, especially Excel and Outlook
