Thorough knowledge of principles and practices of management necessary to plan develop and direct management analysis studies related to staffing, work flow, and organizational design; the principles and practices related to the development of financial reports, budget requirements, and cost models; general knowledge of basic accounting; principles and practices necessary to develop, control, and monitor a wide variety of program budgets; statistical methods, principles and practices of personnel management; personal computer applications dealing with spreadsheets and database systems administration; knowledge of billings and statistical systems is required.
Develop, implement and administer cost allocation plans for a major department; use communication skills and techniques required for gathering and transmitting information at all levels of the organization; supervise and perform the collection, interpretation and evaluation of data; validate conclusions; define problem areas; define and select alternatives; coordinate and initiate action necessary to implement recommendations; make decisions and exercise independent judgment; coordinate program objectives and policies in a diverse and complex organization; supervise subordinate staff consisting of clerical, technical and professional personnel; instruct, persuade, negotiate and motivate individuals with diverse backgrounds and interests; establish and maintain effective interpersonal relations with individuals at all organizational levels; communicate effectively both orally and in writing; prepare concise, logical oral and written reports and explain policies, procedures and/or recommendations on a wide variety of management issues; interpret complex laws, regulations and guidelines; operate standard office equipment; and utilize various software programs relevant to the position.
Equivalent to the completion of a bachelor's degree from an accredited college or university in public administration, business administration or related areas and three years of experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing, filing, data entry, and/or use of calculator, or other office equipment or supplies. Work is primarily performed in an office environment, and the position may require prolonged periods of computer and monitor use.
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.
This classification may require a valid California driver's license.
