Burleigh County is seeking an Administrative Assistant II with Planning responsibilities to support the Planning Office. You will assist the public, answer calls, process payments, and maintain records and correspondence.

The role includes preparing reports, agenda packets, and minutes, along with maintaining website records for zoning ordinances and meeting materials.

Qualifications

  • Three years of work experience in office support, clerical, or secretarial roles.
  • Proficient with word processing and spreadsheet software (MS Word, Excel); excellent typing and 10-key skills.
  • Strong written and verbal communication abilities.
  • Knowledge of basic accounting practices and/or bookkeeping.

Responsibilities

  • Receives and refers telephone calls, assists the public, collects payments, processes applications and documents, and handles general clerical duties.
  • Reviews applications and maintains records on development activities; prepares Special Use Permits after Planning Commission approval.
  • Manages accounts payable/receivable, issues receipts, and maintains invoice database; prepares vouchers for payment.
  • Prepares reports and agenda packets for Planning Commission; transcribes, distributes, and stores minutes from public meetings.
  • Updates and maintains county zoning ordinances, minutes, and agendas for the website; ensures publication compliance for meetings.

About the Role: Under supervision of the County Building Official; serves as a senior record keeper/bookkeeper/ clerical/technical assistant. Assist the public, answer telephones, collect and tabulate data, prepare original correspondence and reports, and maintain files.

Job Duties
  • Receives and refers telephone calls, assists members of the public, receives payments, completes and process various applications and documents, arranges appointments, and other general clerical duties.
  • Reviews applications. Maintains records on development activities. Prepares Special Use Permits once approval has been granted by the Planning Commission.
  • Collects money, issues receipts, maintains and disburses funds, maintain accuracy of invoice database.
  • Maintains accurate records, with respect to parcel legal descriptions for permits accounts payable and receivables and prepare necessary documentation to process vouchers for payment.
  • Prepares reports for agenda items for Planning Commission.
  • Prepares agenda packets for the Planning Commission.
  • Responsible for transcription, distribution, and storage of minutes from public meetings and ensure conformity with department policies, rules, and procedures.
  • Maintains and updates and records the county’s zoning ordinances, minutes, and agendas for the website.
  • Responsible for meeting the legal time constraints and conditions regarding notification and publishing requirements for Planning Commission public meetings.
  • Maintains stock of office supplies, equipment, and forms by ordering and receiving goods; issue goods to staff or customers; perform physical inventory.
  • Uses word processing and spreadsheet software to accurately record transactions, issue correspondence, maintain office records, and type vouchers, invoices, account statements, and reports.
  • Assists in planning, developing, implementing, and maintaining office procedures for managing the unit’s workflow.
  • Files, retrieves, and interprets information, and prepares reports from records. Distributes reports to appropriate people.
  • Responsible for e-filing various forms and applications.
  • Performs other duties and required and assigned.
Accountabilities
  • Verifies and posts details of transactions, such as funds received and disbursed.
  • Ensure accuracy of transactions by compiling and sorting documents, computing and recording items such as revenues, disbursement, and similar items.
  • Develops a working knowledge of the technical aspects of the office, such as: legal language, forms, filing systems, fee schedules, mathematical calculations, bookkeeping entries, land descriptions, applicable rules, regulations, laws, policies, and procedures.
  • Creates a positive and productive work atmosphere by communicated, maintaining a professional manner and a team-like environment with all other departments, employees, and members of the public.
  • Ability to apply appropriate guidelines, either specific or general, to appropriate duty.

Requirements
  • Requires three (3) years of work experience performing a variety of office support, clerical, or secretarial work. Associate degree preferred. *Additional education may substitute for the work experience required on a year-for-year basis.
  • Must be proficient with word processing and spreadsheet computer software, such as MSWord and Excel, and must possess excellent typing and 10key skills. Experience in transcription may be necessary in some departments.
  • Requires a high degree of written and/or verbal communication skills dealing with employees, clients, or the public.
  • Must have knowledge of business English, spelling, punctuation, arithmetic, modern office practices, procedures, and equipment. Experience with standard accounting practices and/or bookkeeping.
  • Ability to handle multiple duties and priorities under limited supervision.
  • Applicant may be subject to a post offer civil and criminal background check. The county will pay the costs associated with the exams.
