Job summary

Lawrence Livermore National Laboratory (LLNL) is seeking an experienced Division Leader for the Administration Division in the Business Directorate. You will provide executive leadership for a large, matrixed organization of 600+ staff across LLNL.

The role focuses on strategic direction, workforce planning, and delivering high-quality, compliant administrative services to enable the Lab's mission. Hybrid schedule may be available after a probationary period, with some days in the office and

Qualifications

  • Active DOE Q-level or Top Secret clearance at time of hire.
  • Bachelor's degree in business or related discipline, or equivalent combination of education and relevant experience.
  • Significant leadership experience in a complex matrix environment.
  • Significant experience leading a large administrative or business organization, including strategic planning, organizational leadership, workforce strategy, fiscal management, and change leadership.
  • Demonstrated success leading through subordinate managers and establishing operating direction for a significant functional area in a complex environment.
  • Experience with digital transformation, data-informed decision making, AI-enabled productivity, service transformation, or modernization of business processes.
  • Experience advising and influencing senior leaders on workforce, business, and organizational matters with significant institutional impact.
  • Strong experience establishing priorities and making decisions in areas involving competing demands, organizational risk, and significant consequence of error.
  • Ability to lead organizational change, cultivate innovation, and strengthen institutional capability while maintaining a safe and secure workplace.
  • Experience sponsoring process improvement and technology-enabled modernization efforts that improve service delivery and operational effectiveness.
  • Expert communication, collaboration, and leadership skills, with the ability to represent the organization effectively with senior management and stakeholders.

Responsibilities

  • Provide leadership for the Administration Division and oversee process improvement.
  • Set strategic vision, priorities, and workforce strategy for the Division.
  • Lead and develop the Division's management team with a focus on accountability and operational excellence.
  • Build partnerships with senior leaders across the Laboratory to align capabilities with mission needs.
  • Champion initiatives to standardize and streamline administrative processes and adopt modern workplace technologies.
  • Establish workforce design and staffing priorities in partnership with Lab senior leaders.
  • Serve as senior decision-maker for workforce matters, organizational alignment, performance, and investments.
  • Partner with HR, GC, and Staff Relations on personnel matters.
  • Sponsor efforts to improve service quality and administrative capabilities.
  • Oversee training, awards, and morale budget and ensure prudent resource stewardship.
  • Ensure compliance with LLNL policies and applicable laws and regulations.
  • Represent the Division on Laboratory committees and leadership forums.
  • Maintain safe, secure, and effective operations consistent with LLNL requirements.
  • Perform other duties as assigned.

Job Description

We are seeking an experienced manager to serve as the Division Leader for the Administration Division within the Business Directorate. In this role, you will provide executive leadership for a large, matrixed organization of over 600 administrative and business services professionals across multiple job classifications and spanning all Lawrence Livermore National Laboratory (LLNL) organizations. LLNL has turned bold ideas into world-changing impact advancing science and technology to strengthen U.S. security and promote global stability. As the Division's leader, you will establish strategic direction, set organizational priorities, and ensure the Administration Division is positioned to deliver high-quality, responsive, and compliant support to enable LLNL's national security mission. You will serve as a member of the Business Directorate senior management team and partner with internal and external stakeholders to resolve complex issues, shape long-range strategy, standardize processes, and advance institutional priorities across the Laboratory. This position reports to the Associate Director for Business.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will

  • Provide overall leadership, direction, and executive oversight for the Administration Division in support of Business Directorate and Laboratory objectives, including oversight of process improvement initiatives.
  • Set the strategic vision and priorities for the Division, including workforce capability, service delivery, and organizational effectiveness.
  • Lead and develop the Division's management team by building leadership capability, strengthening accountability, and fostering a culture of operational excellence, innovation, inclusion, and continuous improvement.
  • Build and maintain strong strategic partnerships across the Laboratory, engaging senior leaders and stakeholders across directorates to align Division capabilities with current and emerging mission and business needs, resolve complex institutional issues, and advance Lab priorities.
  • Champion initiatives to standardize and streamline administrative processes and establish effective use of modern workplace technologies.
  • Establish the workforce strategy and staffing priorities for the Division in partnership with Lab senior leaders, including organizational design, talent pipeline development, succession planning, employee engagement, and long-range workforce planning.
  • Serve as the senior decision‑maker for key Division workforce matters, organizational alignment, performance outcomes, salary actions, and employee development investments.
  • Partner effectively with Human Resources, the Office of General Council, and Staff Relations on personnel matters.
  • Sponsor efforts to improve service quality, administrative capabilities, business services operations, and service level agreements.
  • Oversee the development and management of the Division's workforce training, awards, and morale budget, ensuring appropriate stewardship of resources.
  • Establish and maintain processes and management systems that ensure compliance with LLNL policies, procedures, and applicable laws and regulations.
  • Represent the Division on Laboratory committees, leadership forums, and other institutional engagements.
  • Ensure the Division operates safely, securely, and effectively, consistent with LLNL requirements and sound business practices.
  • Perform other duties as assigned.

Pay Range

$252,240 - $315,744 Annually

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
