PNM is seeking a GIS Analyst in Texas City, TX to manage the GIS database under supervision. You will support data design, metadata, and system maintenance while evaluating GIS hardware/software and collaborating across teams to enhance map production and data workflows.

Responsibilities include developing GIS applications, creating user interfaces, and ensuring data integrity across enterprise geodatabases with strong emphasis on cartographic outputs and standardization.

Qualifications

  • Bachelor's degree in Computer Science, GIS, Geology, Geography, or related field with 1–3 years related experience.
  • Proven GIS knowledge and cartographic principles.
  • Experience with SQL databases and CAD tools is preferred.

Responsibilities

  • Maintain and administer the GIS data library including metadata and data design.
  • Research GIS hardware and software and evaluate tools.
  • Develop GIS applications using MS SQL, Oracle, Windows, AML, and Visual Basic.
  • Create tools and user interfaces for GIS data management, analysis, and map production.
  • Develop, convert, process, analyze geographic data using GIS/CAD software.
  • Design cartographic products and perform basic analysis.
  • Prioritize and schedule GIS projects.
  • Establish data management standards and documentation for GIS analysis.
  • Post and reconcile GIS data between field apps and Enterprise Geodatabases.
  • Monitor and update multiple geodatabases.

SUMMARY

Under direct supervision, manages the implementation and maintenance of the geographic information system (GIS) database.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Assists with administering the spatial data library, which includes data design, organization, conversation, metadata preparation, and maintenance activities
  • Assists with researching, and the evaluation of GIS hardware and software
  • Maintains the development of GIS applications in an integrated environment using MS SQL, Oracle, Windows, AML, and Visual Basic
  • Assists with programs applications, tools, and user interfaces for management of geographic information, data analysis, map production, and enhancements to existing applications.
  • Assist with utilizing GIS and computer assisted drawing (CAD) software to develop, convert, process, analyze and output geographic data
  • Assists with designing and generating cartographic products, and perform minimum analysis
  • Will assist in prioritizing, and scheduling GIS projects
  • Establishes and implements standards and procedures for data management, documentation, GIS analysis, and map production
  • Posts and Reconciles GIS data between field applications and default Enterprise Geodatabases
  • Monitors, updates, changes multiple geodatabases for organization
COMPETENCIES
  • Some degree in demonstrated proficiency with ERSI products, in particular Workstation ArcInfo and ArcView.
  • Broad knowledge of GIS techniques and cartographic principles gained from formal training and work experience.
QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university in Computer Science, GIS, Geology, Geography, or related field with one to three years related experience, or equivalent combination of education and/or experience related to the discipline.

COMMUNICATION SKILLS
  • Ability to read, analyze, and assist in interpreting business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to assist in writing reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, and clients
MATHEMATICAL SKILLS
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
ANALYSIS AND PROBLEM-SOLVING ABILITY
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
COMPUTER SKILLS
  • Broad knowledge of MS Access database software, Inventory software, Spreadsheet software, and Word Processing software. Proficient in the use of UNIX, DOS and Windows workstations, a plotter, digitizing tablets and other peripheral devises.
  • Ability to use AutoCAD and SQL.
PHYSICAL DEMANDS

While performing the duties of this job, the employee is occasionally required to stand and walk up to 1/3 of the time and regularly required to sit up to 2/3 of the time and talk and listen for long periods of time. Manual dexterity is required to perform computer applications and good vision is required to perform all aspects of the job. The employee must occasionally lift and/or move up to 15 pounds.
