Job description

All hourly positions at the NYS Office of Addiction Services & Supports (OASAS) are utilized on an “as‑needed” basis. There is no guaranteed work schedule.

Responsibilities

• Assist with individual and group counseling, crisis intervention, treatment and discharge planning, and other clinical activities as assigned.
• Work with clients to develop, assess, and modify individual treatment plans based on observation and discussion.
• Coordinate care with referral sources regarding admission, discharge, and after‑care referrals.
• Complete required client and facility documentation (electronic and paper) in compliance with OASAS procedures and confidentiality regulations.
• Conduct and monitor recreational, vocational, and social activities and assist with client transportation, room searches, and urine toxicology collection.
• Prepare room and client supplies for new admissions.
• Conduct routine rounds, document observations, and maintain a safe and therapeutic environment.
• Provide training or guidance to newer or sporadic (hourly/contract) peers on ATC routines, procedures, and policies.
• Complete insurance inquiries and documentation to coordinate care with financial/insurance entities.
• Monitor clients and ensure building safety and security.
• Participate in meal preparation and distribution, and communicate shift‑change information to facilitate smooth transitions.
• Perform other job‑related duties as assigned.
• Use the computerized patient record system to document client care.

Note: OASAS Addiction Treatment Centers are tobacco‑free facilities.

Qualifications

Non‑Competitive: two years of experience, with at least one year requiring application of communication skills and one year in a direct treatment capacity in an addictions treatment setting; or an associate’s degree in a human services field; or current registration as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC)‑Trainee or CASAC‑Provisional in New York State.

Candidates must be eligible for and maintain full and unconditional participation in Medicaid and Medicare programs. Failure to maintain eligibility may result in termination of employment.

Substitutions

• Thirty college credits in a human services field may replace the one year of communication experience.
• Ten college credits in specific alcoholism, substance abuse, or chemical dependency courses may replace the one year of specialized experience.
• 150 clock hours of relevant addictions experience for CASAC credential eligibility may replace the one year of specialized experience.

Background Investigation Requirements

Prospective appointees will be checked against the Staff Exclusion List (SEL), investigated through a criminal background check (CBC) that includes state and federal criminal history record checks, and screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be fingerprinted, may be required to pay fees, and must report all convictions. Applicants with serious or repeated abuse or neglect findings, or those identified on the SCR, may be barred from appointment.
