Active Transportation Director

Compensation $83,283 to $101,483 DOQ

Reports to: Assistant City Manager - Public Works

  • This position directs the department’s transportation planning, design, and operations functions, with an emphasis on active transportation. Utilizes and adapts to evolving technology and digital workflows in public works operations related to the City's transportation infrastructure.MAJOR DUTIES
  • Plans and manages the development and improvement of the city’s transportation system.
  • Conducts research to identity city transportation needs and to develop solutions.
  • Researches and designs active transportation systems to support forms of active transportation, including the development of bike lanes and walking trails.
  • Develops and implements plans to improve the safety of city roads, bike lanes, and walking trails.
  • Oversees the maintenance of streets and related infrastructure, including but not limited to the City's annual repaving projects through Local Maintenance and Improvement Grant.
  • Supervises the Public Works Streets Division as it relates to work planning, scheduling, and performance tracking using systems such as OpenGov or equivalent platforms. Analyzes data from asset management systems to inform decision making.
  • Develops and implements traffic designs and signal systems in order to improve the efficiency and safety of streets.
  • Responds to after-hours emergencies as needed.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of transportation engineering standards, principles, and practices.
  • Knowledge of contemporary methods and techniques as applied to the design, construction, and maintenance of public works infrastructure.
  • Knowledge of highway laws, codes, standards, and specifications pertaining to transportation engineering and costs.
  • Knowledge of the materials, methods, and techniques used in the design, construction, and maintenance of streets, bridges, sidewalks, multi-use paths, trails, and related infrastructure.
  • Knowledge of relevant federal and state laws, city codes, and department policies and procedures.
  • Knowledge of computers and job-related software programs; including but not limited to the Public Works Asset Management software or related systems and Remix Streets software.
  • Skill in performing research related to the design and improvement of city transportation systems.
  • Skill in developing transportation and public works plans and specifications.
  • Skill in project management.
  • Skill in interpreting design drawings, construction specifications, and contract documents.
  • Skill in problem solving.
  • Skill in prioritizing and planning.

SUPERVISORY CONTROLS

The Assistant City Manager – Public Works assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include the Official Code of Georgia Annotated, Department of Transportation specifications and design guides, the Manual on Uniform Traffic Control Devices, the NATCO Urban Bikeway Design Guide, ADA standards, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management, technical, and administrative duties. The variety andcomplexity of tasks to be managed contribute to the complexity of the work.
  • The purpose of this position is to direct the city’s transportation operations. Successful performance contributes to the safety and efficiency of the city’s transportation system.

  • Contacts are typically with department personnel, other city employees, contractors, vendors, engineers, representatives of state and federal agencies, and members of the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
  • The work is typically performed in an office or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires theuse of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
  • Supervises the Public Works Streets Division
MINIMUM QUALIFICATIONS
  • Baccalaureate degree in a course of study related to the occupational field required.
  • More than five years of related experience required.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
