Leffler Consulting is seeking an Acquisition Support Engineer with expertise in government satellite systems acquisitions to support the Advanced Plans branch within the Systems Engineering and Integration Division. The role involves shaping acquisition strategies and ensuring alignment with budgets and regulatory requirements.

The successful candidate will have a strong technical background in space systems, experience in SOW development, and the ability to coordinate end-to-end acquisitions

Qualifications

• Bachelor's degree in engineering required.
• 10+ years of relevant experience in acquisitions.

• Understanding of satellite systems and architectures.
• Familiarity with NRO, IC, and DoD acquisition processes.

Responsibilities

• Draft acquisition documentation including plan, SOW, and RFP materials.
• Monitor performance requirements and budget alignment with RFP intent.
• Develop plans for competitive source selections and evaluate proposals.
• Support processes to track and report progress on contract actions.
• Identify milestones and map to contract requirements.
• Prepare artifacts for NAB, ASC, CRP and QPR reviews.
• Review technical design documentation and advise the COTR.
• Coordinate with mission analysis and requirements teams to ensure completeness.
• Coordinate with other acquisition offices for end-to-end acquisitions.
• Perform duties as assigned by the COTR and PM.

SE&I provides technical and programmatic support to define technical spacecraft and ground systems requirements, develop coherent acquisition strategies, and initiate major contracts with industry partners. The ideal candidate will possess a technical understanding of space systems, working knowledge of government budget requirements and contracting regulations, and a familiarity with the Agency’s systems engineering practices.

Duties

• Draft acquisition documentation to include acquisition plan, fee plan/milestone payment plan, statement of work, contract data requirements list, and other documentation required for a competitive source selection
• Monitor performance requirements and identify disconnects with Request for Proposal (RFP) intent and available budget
• Develop plans for competitive source selections and facilitate the technical evaluations of multiple proposals
• Support processes to track and report progress on the accomplishment of all contract actions
• Identify critical program milestones and match them with appropriate contract requirements
• Develop artifacts and briefings in support of critical oversight reviews to include NRO Acquisition Board (NAB), Acquisition Strategy Councils (ASC), Contract Review Panels (CRP), and Quarterly Program Reviews (QPR)
• Review complex technical design documentation and provide formal and informal feedback to the COTR and other customer personnel
• Liaise with mission analysis and technical requirements teams to ensure completeness across the acquisition
• Coordinate with other acquisition offices to ensure “end to end” acquisitions that reflect sound systems engineering practices
• Perform other duties as specified by the COTR and Program Manager and as assigned to support corporate initiatives

Required Education

• Bachelor’s degree in engineering

Required Experience

• 10+ years of relevant experience, including developing acquisition strategies and managing competitive source selections
• Experience in the development of Statement of Works (SOWs) and in the ability to perform technical evaluations on SOW’s and BOE’s
• Must have a basic understanding of satellite systems and architectures
• Proficient in NRO, IC, and DoD acquisition and program management processes
• Excellent interpersonal, leadership, team building and problem solving skills
