Job summary

Delta System & Software, Inc. seeks an Acquisition analysis support professional for a DoD Army program office. You will analyze operational impacts, provide lifecycle support, and perform program analyses including cost, risk, and schedule.

You will help interpret DoD/DA guidance and assist with policies and budgets across multiple programs. You will represent the PM in working groups, participate in milestone readiness reviews, and interface with DoD and combat developers to ensure

• Analyze, evaluate, and advise the PM on operational impacts.
• Acquisition life-cycle support, program analysis, project management (cost, risk, schedule), strategic planning, and continuous performance improvement.
• Reviews, analyzes, and interprets policy from the Army Acquisition Executive relating to acquisition program management and formulates program management policies.
• Monitors DoD/DA guidance to identify programmatic information and ensures planning guidance for assigned programs.
• Employs strong skills in Acquisition Program Baselines, SPMP, Life Cycle Management Plan, Test and Evaluation Master Plans, and program budgets.
• Represents the PM on Acquisition working groups to identify requirements and solutions.
• Participates in Milestone Readiness Reviews, Configuration Steering Boards and other acquisition meetings.
• Interfaces with the DoD and combat developers associated with PM systems.
• Maintains awareness of program requirements to ensure compliance with policy.
• Establishes relationships with the acquisition and evaluation communities to stay informed.
• Collects, analyzes and maintains acquisition-related data for assigned programs.
• Proficient in PMRT; assist PMs in monthly/quarterly reports.
• Experience with data visualization tools and ACAT I reporting.

Job description

The Contractor shall provide Acquisition analysis support to PM IEN RAs commensurate with the expectations of a large Army program office that has many projects nearing, or in, sustainment support and some projects that are new installations. This work may include, but is not limited to, the functions outlined below:

• Analyze, evaluate, and advise the PM on operational impacts.
• Provides acquisition life-cycle support, program analysis, project management (including cost analysis, risk analysis, schedule analysis), strategic planning, and continuous performance improvement for an assigned portfolio of programs.
• Reviews, analyzes, and interprets policy emanating from the Army Acquisition Executive relating to acquisition program management and formulates program management policies and procedures, and provides technical direction and assistance to supporting installations. Ensures that proposed and implemented policies and procedures are in accordance with DoD/Department of Army (DA)/PEO objectives. Monitors DoD and DA guidance to identify programmatic information and ensures that specific planning guidance is provided for assigned programs .Employs strong skill sets in Acquisition Program Baselines, Consider adding Simplified Acquisition Management Plans , Life Cycle Management Plan , Test and Evaluation Strategies , Test Evaluation Master Plans , overarching program schedules, Acquisition Status Reports , and Program Objective Memorandum strategies and budgets to support the PM acquisition programs.
• Represents the PM on all Acquisition working groups and related organizations to identify requirements and recommend solutions for acquisition within assigned programs.
• Participates in Milestone Readiness Reviews, Configuration Steering Boards and other acquisition management meetings.
• Interface with the DoD and various combat developers associated with PM systems.
• Maintains a "user-level" awareness of requirements associated with assigned programs to analyze, evaluate, and implement user requirements; and to ensure compliance with acquisition policy and procedures.
• Establishes and maintains a working relationship with the acquisition community communities as well as the evaluation communities to stay abreast of all the essential programmatic activities; and assists the PM and PM Staff.
• Collects, analyzes and maintains acquisition related data required to support assigned programs.
• Proficient in all applications within Project Management Resource Tools (PMRT). Assist PMs in completing monthly and quarterly reports.
• Experience with other data visualization tools. Experience with ACAT I programs and associated reporting.
