Qualifications

  • Experience as a DoD Contracting Specialist or Contracting Officer.

Job description

Acquisition Analyst (SME) – Active Clearance Required

We are seeking an acquisition professional with deep expertise as a prior Contract Specialist or Contracting Officer (GS 1102) to support a federal government initiative to help a government agency client successfully transition to a new Contract Writing System (CWS). The selected candidate will be part of a implementations team and will play a crucial role in assisting our government client(s) through a major implementation and sustainment by providing procurement expertise in contract processes, system transition, and enterprise change management. The overall team’s mission spans various systems implementation-related task areas, including planning & readiness, requirements validation, testing, training, user management, change management, data migration, cutover, business process transformation, process documentation, digital transformation, and data analytics. Experience within the federal acquisition business systems environment (e.g., AMS, ePS, SPS, Navy ERP, CLS, FDPS-NG, EDA, GEX) and DOD acquisition data standards (PRDS, PDS) is highly preferred.

Key Responsibilities:

  • Support the testing, validation, and implementation of the new contract writing system.
  • Translate and advocate system design requirements and ensure alignment with client and agency business needs.
  • Provide end-user training, functional support, and knowledge management assistance.
  • Support Organizational Change Management (OCM) and communications strategies.
  • Assist with account provisioning and user access management.
  • Facilitate Business Process Re-engineering (BPR) to optimize contract writing processes and workflows within the new ePS system.
  • Serve as Tier 2 helpdesk support, addressing technical and functional inquiries.
  • Act as a liaison between the agency client and higher-level product owners and stakeholders.
  • Ensure system adoption and smooth transition into post-go-live sustainment.

Experience:

  • Prior experience as a DoD Contracting Specialist or Contracting Officer (e.g. Navy, USMC, Air Force, Army).
  • Deep understanding of DoD contract writing processes, procurement systems, and FAR/DFARS regulations.
  • Experience in contract writing systems such as SPS/PD2, DoD Procurement Suite, ePS, ECWM, ACWS, CON-IT, or similar platforms.
  • Familiarity with testing processes, system requirements gathering, and enterprise change management.
  • Strong ability to communicate with and train end-users on new systems and processes.
  • Experience working within cross-functional teams to ensure seamless transitions.
  • Ability to coordinate with higher-level product owners, program managers, and key stakeholders.

Qualifications:

  • Experience implementing or transitioning to a new contracting enterprise system.
  • Background in Business Process Re-engineering (BPR) or user adoption strategies.
  • Experience with helpdesk/Tier 2 system support.
  • Strong technical writing and documentation skills.
  • Active security clearance.
  • FAC-C Level II or III/ DAWIA Level II or III highly desirable
