Summary

Under general supervision of the Finance Supervisor, to perform responsible office work involving a considerable degree of independent judgment and initiative in contract development, government program compliance and keeping of financial records. Work at this level is typically specialized and complex requiring coordination of activities. Performs related duties as required.

Essential Duties and Responsibilities

include the following. Other duties may be assigned.

  • Prepares and administers purchased - service contracts using applicable State of Wisconsin model contract templates; maintains contract documentation and monitors vendor compliance with contractual requirements.
  • Initiates and reviews monthly Transportation and Nutrition program invoices for payment processing.
  • Processes purchase requisitions, purchase orders and authorize online orders for the Children's Long - Term Support (CLTS) program in accordance with County and State purchasing procedures.
  • Processes Meals on Wheels payments and related supporting documentation.
  • Monitors programs and functions for compliance with appropriate County, State and Federal regulations.
  • Assists in budget preparation, monitoring, and analysis.
  • Responsible for daily accounting functions and procedures and State and Federal reporting.
  • Assists in development of computerized billing and accounting programs on County mainframe computer and in development of systems for accounting, reporting, and data collection purposes.
  • Performs a variety of account clerk functions, including accounts payable, accounts receivable, reconciliations, local, state, and federal financial reporting, and other numerical duties that conform with County accounting principles and procedures.
  • Performs financial analysis, and research to maximize revenue sources.
  • Provides information in response to telephone and walk-in client and visitor inquiries.
  • Assists in the development of departmental regulations and procedures.
  • Provides back-up to other accounting staff.

Education and/or Experience

Associate Degree in Accounting or Business-related field preferred; two to three years of responsible office experience in governmental accounting or related functions; or an equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Language Skills

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the County.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to analyze facts and make mathematical computations.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills

To perform this job successfully, an individual should have knowledge of accounting, and other related business accounting software with a strong emphasis in Excel. Additional computer knowle ge should include spreadsheet and word processing. Ability to enter and analyze data into a computerized system i n an accurate and timely manner.
