Job summary

The City of Missouri City, TX is seeking an experienced Accounting Manager to lead accounting operations, financial reporting, and grant management. This role partners with the Deputy Finance Director and auditors to ensure accurate, compliant, and transparent financial practices.

The ideal candidate will have a Bachelor's degree in Accounting/Finance, 5+ years of progressive accounting experience, and strong analytical, organizational, and leadership skills. CPA or CGFO is strongly preferred.

Qualifications

• Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
• Five (5) or more years of progressively responsible accounting or financial management experience.
• Experience with governmental accounting, financial reporting, budgeting, auditing, internal controls, and grant accounting.
• CPA and/or CGFO are strongly preferred.

Responsibilities

• Oversee daily accounting operations, including general ledger, accounts payable, payroll, fixed assets, accounts receivable, cash management, reconciliations, and financial reporting.
• Prepare and review monthly, quarterly, and annual financial reports and support the annual audit and year-end close.
• Review accounting transactions, journal entries, reconciliations, and financial reports for accuracy, completeness, and compliance.
• Monitor revenues, expenditures, encumbrances, and fund balances and identify significant variances or financial trends requiring management attention.
• Monitor grant budgets, expenditures, reimbursements, reporting deadlines, and compliance requirements.
• Support the City's Single Audit and ensure compliance with applicable grant requirements, including 2 CFR Part 200, when applicable.
• Monitor revenues, expenditures, fund balances, and budget variances and provide meaningful financial analysis to management.
• Assist with annual operating and capital budget development and monitoring.
• Maintain strong internal controls and recommend improvements to accounting and financial processes.
• Supervise, mentor, and develop accounting staff.
• Collaborate with City departments, auditors, grant agencies, and leadership to resolve financial and compliance issues.
