Job summary

Abacus Solution Group seeks an Accounting Manager for a client in Atlanta, GA. This temporary position starts ASAP and focuses on HUD compliance and robust financial reporting.

The role oversees day-to-day accounting, AR/AP, GL, reconciliations, and audit support, with emphasis on adherence to HUD regulations and GAAP. Yardi collaboration and staff supervision are key elements of the position.

Qualifications

• Bachelor's degree or Associate's with required experience in fiscal analysis.
• HUD accounting experience preferred.
• Experience in statewide or multi-site housing program environment preferred.
• Working knowledge of HUD HCV program regulations, HAP processing, and federal subsidy drawdown procedures (eLOCCS).
• Experience with VMS reporting and HUD financial compliance requirements specific to the Housing Choice Voucher program.
• Demonstrated proficiency with Microsoft Excel (pivot tables, vlookups, etc.)

Responsibilities

• Oversee and perform accounting functions including accounts payable/receivable, general ledger maintenance, journal entries, accruals, and monthly reconciliations.
• Prepare and review monthly, quarterly, and annual financial reports for internal leadership and HUD submission.
• Oversee portability process, including issuing HAP reimbursement billings to absorbing PHAs, maintaining an AR ledger, monitoring aging receivables, and reconciling payments received against billings issued.
• Ensure all financial transactions and reporting comply with HUD regulations, GAAP, and DCA's administrative policies.
• Support preparation of annual financial and compliance audits; act as primary contact for auditors and provide schedules and supporting documentation.
• Review and analyze financial statements and periodic accounting reports.
• Monitor operating budgets for the program.
• Prepare and submit unaudited financial submission to HUD prior to deadline.
• Supervise, train, and evaluate accounting staff; assign and review work for accuracy and regulatory compliance in a fast-paced environment.
• Communicate financial information clearly to non-financial audiences including program staff, division leadership, and external partners such as landlords, Public Housing Authorities and HUD field office contacts.
• Collaborate with program operations on Yardi system updates, reporting enhancements, and process improvements.

Requirements:

  OR Associate's degree in public administration, business administration, accounting, finance, or related field from an accredited college, AND Two years of fiscal analysis experience, OR Four years of fiscal analysis experience.

• HUD accounting experience preferred.
