Job summary

The State of West Virginia seeks an Accountant Auditor 4 to perform advanced-level accounting duties in financial reporting, analysis and general accounting.

Responsibilities include analyzing complex transactions, preparing GAAP-compliant reports, and assisting with vendor and lease management for multiple departments, including DHHR and OSA.

Selected candidates who agree to work for a minimum of twelve months may receive a $5,000 appointment incentive.

Qualifications

• Bachelor's degree with 24 semester hours in accounting.
• Four (4) years of full-time or equivalent paid experience in professional accounting.
• Substitutions: Master’s degree in accounting may substitute for two (2) years of the required experience.
• Certification or registration as a Public Accountant in West Virginia may substitute for the training and two (2) years of the required experience.
• Preference will be given to applicants holding a Certified Fraud Examiner (CFE), Certified Forensic Accountant (CFA), Certified Valuation Analyst (CVA), or graduates of a forensic accounting and fraud investigation certificate program.

Summary

The Accountant Auditor 4 position Performs advanced-level professional accounting duties in financial reporting, financial analysis, and general accounting.

• Financial Transactions & Processes: Analyzes, manages, and completes complex accounting transactions—including fund transfers, investment transactions, adjusting entries, and agency journal entries, for the Department of Health (DH), Department of Human Services (DoHS), Department of Health Facilities (DHF), and Office of Shared Administration (OSA).

• Financial Reporting & Compliance: Prepares complex accounting and financial reports, ensuring accurate and consistent reporting and allocation of financial expenditures and revenues in compliance with GAAP and professional accounting standards.

• Vendor & Lease Management: Assists the Director with the annual review of vendor 1099s, resolution of vendor issues, and tracking of agency operational and capital leases.

Selected candidates who agree to work for a minimum of twelve (12) months may be eligible to receive a $5,000 appointment incentive. This incentive does not apply to current employees of the State of WV.

Qualifications

Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.

AND

Experience: Four (4) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting, auditing work, forensic accounting, public accounting, investigative and/or forensic auditing, certified fraud examining, or other directly related accounting.

OR

Substitutions: (1) Master's degree in accounting may substitute for two (2) years of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and two (2) years of the required experience.

Preference will be given to applicants holding a Certified Fraud Examiner (CFE), Certified Forensic Accountant (CFA), Certified Valuation Analyst (CVA), or applicants who have completed a graduate certificate program in forensic accounting and fraud investigation.

Supplemental information

An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty semester hours.
