Job summary

Appointment Type: Temporary Exempt (TEX) Cat-17, limited duration appointment to temporarily backfill civil service employees on leave (limit of 2 years). This temporary position is excluded by the Charter from the competitive Civil Service examination process. The individuals who are appointed to Exempt Positions are appointed at the pleasure of their appointing officer and are considered to be "at-will". This means that exempt employees are not protected by the same grievance and job protection rights as Permanent Civil Service employees.

Job Description

The Early Learning Division administers core department strategies that advance opportunities in support of teacher preparation and compensation, enhance program quality, and improve early care and education affordability and access; and collaborates closely with the other DEC divisions to form a cross-sector approach that ensures universal developmental screening that promotes access to health and mental health services for children and their families; and that families have opportunities for social and professional connections, linkage to resources, and information on parenting and child development.

• Developing and supporting opportunities that achieve continuous eligibility for families and continuity of care for children ages birth to five.
• Using a racial equity framework that creates the conditions that will ensure school readiness experiences.
• Ensures that quality and assessment systems are responsive to the diverse needs of ECE programs and the children they serve.
• Embracing culturally responsive and linguistically appropriate environments across a mixed delivery system.
• Support policies and strategies that enhance coherence and alignment for Universal PreK (UPK).

Under the supervision of the 9774 Program Quality Assurance Officer, the 9772 Quality Assurance Support Specialist will be responsible for a variety of administrative and programmatic support responsibilities that include and are not limited to:

• Representing the Department of Early Childhood/Early Learning Division to programs, educators, and funded partners.
• Managing and supporting communications and relationships with funded programs.
• Organizing and tracking information in written and electronic formats.
• Develop correspondence and other key documents for stakeholders.
• Coordinating intra-office communication and workflows.
• Managing logistics for community, educational and other DEC sponsored events.
• Provide technical assistance to project personnel, funded partners, and community.
• Provide administrative and logistical support to Program Officers who conduct program site visits.
• Participate in and lead program site visits.
• Support the development of reports related to Program Quality Assurance.
• Support tracking and analysis of validation and quality monitoring systems.
• Support work with Access and Enrollment team ensuring alignment across monitoring systems.
• Support grant management and assessment.
• Support the DEC on funding policy and strategy development related to Baby Prop C and other funding sources.
• Responsible for support and implementation of the DEC Strategic plan with concentration of racial equity strategies and early learning core values.
• May occasionally work evenings and weekends, and travel regionally and nationally.
• May perform other duties as assigned.

Qualifications

Minimum Qualifications

• Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
• Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
• Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR
• Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

Desirable Qualifications

• Bilingual proficiency in Spanish
• Strong familiarity with early care and education, child development systems and early care and education quality standards.
• Degree in early childhood education or related field.
• 1-2 years of experience provide support and guidance in early care and education.
• Experience supporting programs, budgeting processes, and staff in a complex environment.
