Agency for Health Care Administration in Florida is seeking a Program Consultant to shape the Medicaid program through policy development, research, and data analysis. You will contribute to drafting and revising program policies, and support statewide training and communication across agencies.

This role requires strong analytical abilities, project leadership, and teamwork in a fast-paced environment. It is located in the Bureau of Medicaid Policy and is not a remote position.

Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire Program Consultant who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

This position is located in the Bureau of Medicaid Policy.

Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21.

This position is responsible for
Research:
  • Conduct research by performing preliminary screening and article selection from literature searches, extract date from studies to be included in reports, and prepare and present research finding.
  • Contribute to the drafting and revision of reports and protocols, including the drafting of supplemental issues; reviewing draft reports, edit, and proofread for content, and prepare and review tables, ensuring the accuracy of data.
  • Remain informed about Medicare policies, national Medicaid-related research and demonstration projects, Medicaid medical assistance program innovations for general and special populations, and alternative financing and service delivery systems models.
  • Conducts research on assigned topics utilizing state library resources, archives, and collections, and other reliable sources of information (e.g., federal and state laws) to collect, record, analyze, and evaluate facts.
  • Stay abreast of current publication guidelines utilized within the area of academic research (e.g., Publication Manual of the American Psychological Association).
Policy Development:
  • Develop and maintain program policies and procedures to ensure that programs operate in accordance with the goals and objectives of the Agency, federal and state laws, rules, regulations, and guidelines.
  • Develop policy language for Medicaid federal authorities.
  • Directs the development of corrective action plans relating to program and policy improvements.
  • Coordinates the preparation of grant proposals and other documentation required for securing available funds for demonstration and experimental programs.
  • Directs the development and promulgation of rules relative to the operation of programs within the department's purview.
  • Coordinates the development of planning material to be used in the annual and comprehensive five-year plans.
  • Track and monitor the routing, approval, and implementation of federal policies to ensure timely completion and adherence.
Communication:
  • Provide technical assistance to ensure consistency in service/program operation and conformity with goals and objectives of the Agency, federal and state laws, rules, regulations, and guidelines.
  • Provide technical assistance regarding service/program policies and procedures.
  • Provide consultation through the accurate presentation of data and other service/program information.
  • Advise higher-level management areas of improvement and/or concern and provide possible solution, as applicable.
  • Identify and document training needs.
  • Prepare presentations materials, as assigned.
  • Develop, coordinate, and implement statewide program training plans.
  • Design, prepare, and evaluate training programs and materials.
  • Conduct statewide and local trainings, as required.
  • Participate on behalf of the Agency in local, state or national meetings, conferences, workshops, and seminars as requested.
  • Performing other duties and responsibilities as required.
