Job summary

The City of Dover is searching for a Facilities Supervisor to oversee the maintenance and operation of city facilities, parks, and cemeteries.

Job description

The City of Dover is seeking a responsible individual to become part of the Facilities, Grounds & Cemeteries Division, to perform highly skilled supervisory and operational work in the maintenance, repair, construction, and administration of City buildings, grounds, parks, cemeteries, and related infrastructure.

This is a full-time, non-exempt 40 hour per week position. $33.62 to $48.66 per hour, and eligible for full time benefit offerings. Position is open until filled.

DUTIES AND RESPONSIBILITIES
  1. Assists with the planning, scheduling and implementation of construction, operation and maintenance activities designed to provide safe, efficient parks, cemeteries and facilities for the city.
  2. Provides general supervision of all Facilities and Grounds staff, including general oversight of work performed and project management.
  3. Assists in the training of Facilities and Grounds employees to perform the duties of maintenance, operation and repair of City parks, cemeteries and facilities.
  4. Inspects and/or repairs City parks, cemeteries and facilities at frequent intervals to ensure that all are functioning properly and in safe condition.
  5. Assists in developing, implementing, and enforcing industry-standard safety procedures, operational protocols, and maintenance standards for facilities, grounds, parks, playgrounds, and cemetery operations.
  6. Identifies operational deficiencies, safety hazards, regulatory concerns, and infrastructure needs and recommends corrective actions, responsibility includes operational issues affecting aquatic facilities and coordinates corrective actions.
  7. Provides training, mentoring, and professional development to Facilities, Grounds, and Cemetery staff in operational procedures, equipment use, safety standards, customer service, and departmental expectations.
  8. Conducts or assists with inspections of playgrounds, recreational facilities, cemetery grounds, buildings, and related infrastructure to ensure compliance with applicable safety and maintenance standards.
  9. Serves as a professional and compassionate representative of the City when interacting with grieving families, funeral homes, veterans’ organizations, contractors, and the public regarding cemetery operations and burial services.
  10. Provides respectful support during cemetery interments and related services by communicating with empathy, professionalism, discretion, and sensitivity to the needs of families.
  11. Assists in coordinating division operations during emergencies, weather events, staffing shortages, and other critical operational situations.
  12. Maintains a variety of records relating to inspections, maintenance activity, equipment repairs, etc.
  13. Determines the locations of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to any excavation or work which would disturb these utilities.
  14. Ensures quick response to complaints and corrects problems following established procedures.
  15. Drives trucks of various sizes and weights, works in the loading, hauling and unloading of various equipment, gravel and sand.
  16. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
  17. Operates light and medium sized construction and power equipment, such as the bucket truck or backhoe/loader.
  18. Assists with general communications with the public and vendors as needed and instructed by the Facilities, Grounds, and Cemetery Superintendent.
  19. Keeps an inventory of all materials and parts needed in the operation and maintenance of cemetery equipment, lawnmowers and other landscaping or building maintenance equipment.
  20. Performs required labor involved in construction and maintenance projects as part of a crew, including cemetery burials, traffic light repair and various building maintenance tasks.
  21. Operates a variety of power construction and maintenance equipment used in the Facilities, Grounds and Cemetery Division.
  22. Identifies areas in need of repairs or replacement and notifies the Facilities, Grounds & Cemetery Superintendent.
  23. Inspects recording charts, gauges and meters for proper operation.
  24. Detects and reports safety hazards, faulty equipment, disorders and breakdowns following established procedures.
  25. Assists in the mechanical maintenance and adjustments as needed.
  26. Maintains a neat, clean, orderly work area and is responsible for assigned equipment.
  27. Maintains availability when requested to meet emergency situations.
  28. Assists with snow removal operations and in mitigating the effects of man-made and natural emergencies.
  29. Familiar with and executes safe work procedures associated with assigned work.
  30. Assists with the operation, maintenance, inspection, troubleshooting, and repair coordination of municipal swimming pool systems, including pumps, filtration systems, circulation systems, water quality equipment, and related infrastructure.
  31. Pursues and participates in training opportunities necessary to maintain and expand technical, supervisory, safety, operational, and leadership competencies applicable to departmental needs.
  32. Oversees or assists with the maintenance, inspection, repair, and improvement of athletic fields, sports courts, recreational facilities, playgrounds, swimming pools, cemetery grounds, and related municipal assets to ensure safe and effective public use.
  33. Performs other related duties as required.
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS

Considerable knowledge in building and grounds maintenance; Considerable knowledge of the operation and maintenance of small engine equipment; General knowledge of carpentry, plumbing and electrical trades and maintenance of related equipment. Ability to effectively operate a backhoe and similar equipment in tight cemetery situations; considerable knowledge of hazards and safety precautions common to machinery and equipment required in facility and grounds maintenance; Some knowledge of the principles of engineering as they apply to building construction and landscape projects; Ability to read and interpret blueprints, work orders and plans; Ability to organize, coordinate and supervise the work of others; Considerable knowledge of municipal park, recreation, cemetery, and facilities operations, including athletic field maintenance, sports court maintenance, playground systems, swimming pool systems, irrigation systems, and associated infrastructure; Ability to identify surface deterioration, safety concerns, drainage deficiencies, accessibility issues, and maintenance needs affecting athletic fields, courts, playgrounds, pools, buildings, grounds, and cemetery facilities; Ability to research, interpret, and implement industry standards and best practices, including guidance published by ASBA, OSHA, CPSI, NRPA, APWA, and other recognized professional organizations relevant to municipal operations; Ability to establish and maintain effective working relationships with employees, contractors, the public and other departments; Ability to communicate effectively both orally and in writing; Ability to prepare reports and maintain records.

EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS
  • High school diploma or equivalent supplemented by coursework or technical training in facilities maintenance, grounds management, construction trades, playground safety, aquatic facility operations, cemetery operations, public works, leadership, or related fields.
  • Four (4) years of progressively responsible experience in general facility, grounds, cemetery, aquatic facility, or public infrastructure maintenance required, including a minimum of two (2) years supervising and directing personnel, projects, and daily operations.
  • Experience in cemetery maintenance and burial operations preferred.
  • Experience with public swimming pool maintenance, including troubleshooting pump systems, filtration systems, circulation systems, and water treatment equipment preferred.
  • Experience conducting playground inspections or training related to playground safety standards preferred. Certification as a Certified Playground Safety Inspector (CPSI) is desirable but not required.
  • Experience managing, maintaining, inspecting, or overseeing athletic field surfaces and recreational facilities is preferred, including natural grass athletic fields, baseball and softball facilities, basketball courts, tennis courts, pickleball courts, walking trails, and related recreational infrastructure.
  • Knowledge of athletic field construction, maintenance practices, drainage systems, surface rehabilitation, and risk management principles is preferred.
  • Familiarity with standards, guidelines, and best practices established by the American Sports Builders Association (ASBA) for the design, construction, maintenance, evaluation, and repair of tennis, pickleball, basketball, running track, and athletic field facilities is preferred but not required.
  • Professional certifications related to athletic field management, sports turf management, playground safety, pool operations, facilities management, cemetery operations, or public works are desirable but not required.
  • Must maintain a valid New Hampshire CDL-B license with air brake and tanker endorsements.
