Ministry of Justice, National, is seeking a Band 8 Policy Lead to head the Job Evaluation, Design and Improvement Team (JEDIT) within the Probation Operations Directorate. You will lead policy, role design and job evaluation work, support casework and help prepare for probation role reviews.

You will work with senior managers, operational colleagues and trade unions to develop practical, compliant approaches to job evaluation, with line management responsibility for up to four HMPPS Pay Band 6

HMPPS Band 8

The Job Evaluation, Design and Improvement Team (JEDIT) are a small team within Probation Workforce, part of the Probation Operations Directorate. The team are responsible for ensuring the Probation Job Evaluation Schemes (JES) are transparent, consistent and fairly applied to all job descriptions. The team are heavily involved in stakeholder management, including extensive Trade Union engagement, as well as Ministry of Justice People Group through Pay and Reward, the Job Evaluation Assurance Team (JEAT) and HR teams.

The Band 8 Policy Lead will play a key role in delivering the Job Evaluation, Design and Improvement Team’s priorities. The role will lead allocated policy, role design and job evaluation products; support business-as-usual casework; and help prepare for the Review of Probation Roles. The role holder will work with senior managers, operational colleagues, subject matter experts and trade unions to develop practical, consistent and legally defensible approaches to job evaluation and role design. There will be line management responsibilities for up to four HMPPS Pay Band 6 roles.

In this role, your priorities will include:

  • Policy development and implementation: leading allocated pieces of work within the Job Evaluation Strategy; drafting and updating policy documents, guidance, frameworks and supporting materials; contributing to the refresh of the NNC User Guide; and delivering allocated role design and job evaluation activity in response to organisational need.
  • Job evaluation and role design casework: managing allocated cases in a timely, accurate and consistent way; providing high-quality advice, analysis and recommendations; supporting managers and stakeholders through the process; and helping resolve routine issues in line with policy and procedural requirements.
  • Analysis and process improvement: analysing current processes and documentation to identify gaps, contradictions and opportunities for improvement; developing process maps, guidance materials and operational procedures; and using evidence from casework and stakeholder feedback to support recommendations.
  • Stakeholder support and engagement: supporting engagement activity, workshops and consultation events; building effective relationships with operational colleagues and subject matter experts; and preparing briefing materials, presentations and responses to stakeholder queries.
  • Delivery, governance and risk: monitoring progress against allocated tasks, products or work packages; maintaining project documentation, action logs and governance records; reporting risks, issues and dependencies to senior managers; and contributing to communications activity and engagement plans.
  • Review of Probation Roles: supporting the review through policy and document development, evidence gathering, drafting, analysis and implementation planning; and contributing to evaluation, lessons learned and continuous improvement activity.
  • Team collaboration and leadership: line managing up to four HMPPS Pay Band 6 roles; contributing actively to the Probation Workforce single-team culture; working collaboratively across teams and directorates; and demonstrating professionalism, personal leadership and a commitment to continuous improvement.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.
