Job summary

Description for Candidates

• Serve as the Responsible Charge Engineer by administering and providing management and oversight of transportation planning, modeling, and traffic engineering functions, including coordination and guidance to MPOs, PDCs, and localities for project activities during preliminary engineering and project delivery responsibilities within the MEGA program. Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

How you will contribute

• Communications: Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.
• Engineering Studies: Lead studies in relation to Engineering, Safety, Crash, Traffic, and Transportation Planning. Provide oversight and manage performance of the collection, processing, and analysis of data including providing recommendations and alternative solutions for accuracy and compliance. Lead and recommend analysis and research methods that prioritize the integrity of data. Lead engineering studies of corridors, intersections, and specific traffic control devices to support the SHSP and HSIP as well as other safety partners and customers during construction. Lead consultant staff in planning and conducting proactive analysis with respect to the SHSP emphasis areas. Direct and schedule the timely compilation annual reports and trends for various projects. Support in the area of RFPs, contracts, scopes of work, and budgets for planning grants and on-call consultants. Lead traffic forecasting and roundabout analysis using regional models and data and support TMPD efforts for the National Highway System.
• Facilitate Section Improvement: Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.
• Leadership and Program Support: Provide leadership and direction to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.
• Management Reporting: Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.
• Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
• Team Leadership: Supervise team of engineers and technicians. Assign projects and tasks, monitor work progress and provide guidance. Promote training and development opportunities.
• Work Zone Safety Support: Provide oversight and direction to agency design, construction, maintenance, and permit staff regarding work zone and traffic control plans to ensure conformance with established guidelines and the safe and efficient flow of traffic. Provide guidance to field applications of work zones and review the recommended adjustments. Respond to requests from Residency staff for assistance in setting up traffic control layouts and devices in emergency response situations.
