Additional Detail

Description for Candidates:

  • Provide programming and scheduling management for all field activities within Operations and Operations Maintenance Management Section. Develop and maintain section budgets; develop and maintain the section Work Program; and work program activities, initiatives and projects. Maintain a maintenance management work order tracking system; plan and coordinate resource allocation, including contractor. Schedule work to accomplish high level of customer service. Maintain performance metrics reporting for work units. Supervise staff performing analysis and support activities for assigned operational program area.
How you will contribute:
  • Budget: Assist in the development and management of Regional Maintenance section budgets. Collaborate with managers to forecast business needs and cost estimates. Identify methods for improving use of limited funds. Ensure funding is available for planned work, and spending levels are sufficient to perform work completion. Identify additional funding sources as needed to meet unforeseen needs. Track expenditures, analyze variances, update forecasts, recommend corrective action. Initiate adjustments to meet business needs. Serve as point of contact on budget matters to include allocations, deficits, surpluses, spending caps, etc. Represent section in meetings on budget matters. Provide guidance and direction to internal staff to resolve processing issues impacting budget performance. Coordinate work progress and the budget process to include the routine update of expenditures and schedules for maintenance initiatives, activities and projects.
  • Develop and Implement Annual Work Program: Ensure budget appropriate use of internal and external resources including consultants, contractors, and VDOT staff to meet maintenance objectives, ensuring safety and efficiency of traffic operations. Plan, coordinate and prioritize multiple schedules to accomplish work to meet required time frames, cost limits and customer expectations. Manage a work management, work order tracking system. Develop and implement internal procedures ensuring compliance with legal requirements, standards, specifications, policies, acceptable practices and regulations. Coordinate work plans with other sections, contractors and agendas. Perform plan reviews and provide engineering oversight and liaison.
  • Performance Assessment: Develop performance measures for the section for asset inventory, condition and reliability; completion of work orders, resource utilization, contractor performance, timeliness and efficiency of operations. implement and maintain reporting systems for use by internal staff, and prepare periodic analytic reports.
  • Teamwork: Plan and schedule work in a safe and efficient manner. Prepare related technical documents, correspondence, reports and presentations. Provide engineering expertise and assistance to other operations groups, agencies and technical personnel. Represent the section with internal and external customers. Maintain knowledge and sensitivity to regional issues.

Minimum Qualifications:
  • Ability to apply engineering principles, practices to a range of operations tasks, to provide technical information and expertise to internal and external parties.
  • Considerable knowledge of federal, state regulations, rules, policies related to traffic operations; traffic engineering principles and practices.
  • Considerable traffic signal design, operation, software management and traffic flow issues.
  • Experience reflecting skill in problem solving, decision-making, critical thinking, planning, coordination and organization.
  • Proficient in various business managements software applications with ability to develop, maintain detailed, complex tracking and analytical tools for management.
  • Significant knowledge of budget development, administration principles, procedures and methods.
Additional Considerations:
  • A combination of training, experience, or education in Engineering, Transportation Engineering, Computers, Project Management or related field desired.
  • Experience in traffic engineering and traffic field operations, budget management, programming and scheduling, computer systems and applications and staff supervision.
  • IMSA Traffic Signal Level II Cl certification.
  • Project management experience.
