Office/Unit/Project Description

The Human Resources Section (HRS) provides a full range of HR services to the organization and its workforce.As part of the Human Resources Section, the Capacity Development Team (CDT) designs capacity development and learning programmes for UN Volunteers. The team supports the implementation of the UNV Learning Portfolio which consists of five comprehensive learning experiences; onboarding, skills surge, empowerment for change, connect and learn, and career craft.

Scope of Work
  1. Support the delivery of learning and training programmes for UN Volunteers
  • Assist in the planning, preparation, and delivery of assigned learning activities, including workshops, webinars, and other capacity development initiatives.
  • Support the implementation of UNV's flagship learning programmes, including the Capacity Development Learning Facility (CDLF), through logistical, administrative, and participant support.
  • Provide technical and administrative assistance for virtual and in-person learning events, including platform support and participant engagement.
  • Assist with the identification and onboarding of facilitators, trainers, guest speakers, and resource persons for learning activities.
  • Support the preparation and maintenance of training materials, facilitator resources, guidance notes, and learning documentation.
  • Assist with participant registration, scheduling, invitations, communications, attendance tracking, and related follow-up activities.
  • Provide operational support before, during, and after learning activities to help ensure their smooth delivery.
  • Assist facilitators and presenters during learning events and support learning activity facilitation, where required.
  • Support the collection, compilation, and organization of participant feedback, evaluation data, and learning statistics.
  • Assist with workshop travel processing and related administrative requirements.
  • Maintain learning records, participant databases, trackers, and related documentation in accordance with established procedures.
2. Support digital learning operations and learner services
  • Provide day-to-day support for digital learning platforms and related learning services.
  • Assist with creating, updating, and maintaining online learning spaces, course pages, and learning resources using approved templates and guidelines.
  • Support learner enrolment processes, access requests, user support, and follow-up on learner inquiries.
  • Assist with the tracking and escalation of learner support requests through established systems and processes.
  • Support the preparation and dissemination of learning communications, campaigns, and promotional materials.
  • Provide operational assistance for webinars, virtual workshops, self-paced courses, and other online learning activities.
  • Support post-session activities, including dissemination of recordings, learning materials, and participant communications.
  • Assist in compiling participation data, learner feedback, and usage statistics for routine reporting and analysis.
  • Maintain accurate records and documentation related to digital learning activities and learner engagement.
  • Support the use of approved digital learning and AI-enabled tools and contribute to their effective application within learning operations.
3. Support administrative, procurement, and operational processes
  • Provide administrative support for procurement, contracting, and financial processes related to learning activities.
  • Assist with the preparation and maintenance of procurement plans, trackers, and supporting documentation.
  • Support the processing and follow-up of procurement actions, contracts, invoices, payments, and related records in relevant systems.
  • Assist in maintaining accurate records of expenditures, payment status, and supporting documentation.
  • Follow up with internal units, service providers, and vendors on routine procurement and administrative matters.
  • Support the preparation, organization, and filing of procurement, financial, and operational documentation.
  • Assist with maintaining operational trackers, schedules, and team records to support implementation of the team's workplan.
  • Provide general administrative and logistical support to facilitate the effective functioning of the Capacity Development Team.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the overall guidance of the Team Lead, Capacity Development and Learning, and the direct supervision of the designated supervisor, Learning Specialist (IPSA10), the Learning Assistant (NPSA‑5) provides operational and administrative support to the delivery of learning programmes and digital learning services for UN Volunteers.

The position supports the coordination of online and in-person learning activities, administration of digital learning platforms, learner enrolment and user support, and routine evaluation follow-up. related procurement and administrative processes. The role also supports procurement, budget tracking, and other administrative processes related to the implementation of the team’s annual workplan. This ensures that learning activities and services are delivered in a timely, consistently, and client-oriented manner, in line with established procedures.

Required Skills and Experience

Education:

  • Secondary Education;
  • Specialized training/courses in learning, capacity development or related fields;
  • A first-level university degree (bachelor’s degree) is desirable, but not a requirement.

Experience:

  • Minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of practical and relevant work experience at national or international level in learning support, capacity development, training coordination, administrative support, digital platforms or related operational roles.

Required skills:

  • Minimum 2 years of practical and relevant experience at national or international level in learning support, capacity development, training coordination, administrative support, digital platforms or related operational roles.
  • Experience in supporting digital learning platforms, learner enrolment, user support, or related digital learning services.
  • Proficiency in office software and digital tools (e.g. MS Office, Canva or other relevant online platforms)
