Job summary

WFP - World Food Programme in Türkiye seeks a senior fundraising consultant to assess regulatory frameworks, map fundraising opportunities, and advise on strategic engagement with partners. You will help shape Türkiye’s resource mobilization strategy and contribute to the Country Office Partnerships Plan.

The role requires nine+ years in fundraising/partnerships, strong Turkish and English language skills, and experience with private sector engagement and philanthropy.

Qualifications

• Education: Advanced University degree in political science, international development, development economics or related field.
• At least nine years of postgraduate progressive experience in resource mobilization, private sector engagement, stakeholder relations, or related fields.
• Excellent written and spoken Turkish and English language skills.

Responsibilities

• Regulatory and legal assessment of Turkish fundraising framework and compliance.
• Fundraising landscape analysis and mapping of potential partners and channels.
• Develop fundraising strategy and inputs to Türkiye country office partnerships plan.
• Provide knowledge transfer through trainings and briefings to WFP staff.

ORGANIZATIONAL CONTEXT

WFP's Partnerships Strategy aims to mobilize resources, expertise, and influence to advance progress towards Zero Hunger. Through strategic engagement with governments, the private sector, foundations, financial institutions, and individuals, WFP seeks to expand its impact, diversify its funding base, and foster innovative solutions to food security challenges. In Türkiye, WFP is exploring opportunities to strengthen its resource mobilization efforts and broaden engagement with private sector actors, philanthropies, foundations, and individual donors. To support these efforts, WFP seeks specialized advisory services to assess fundraising opportunities within the Turkish context and identify legally compliant mechanisms for implementation. The consultant will provide strategic and technical guidance on fundraising models, regulatory requirements, stakeholder engagement approaches, and implementation pathways that could support WFP Türkiye's future resource mobilization efforts.

KEY RESPONSIBILITIES (not all-inclusive nor exhaustive)

Under the direct supervision of the Head of Partnerships and the OIM, the consultant will provide strategic and technical guidance to help WFP Türkiye assess, design, and potentially operationalize fundraising mechanisms that comply with Turkish legal and regulatory requirements. The consultant will review the existing fundraising landscape, identify opportunities and constraints, and provide recommendations on viable approaches that could support future resource mobilization efforts in Türkiye. The consultant will be responsible for the following:

• Regulatory and Legal Assessment Comprehensive assessment of the Turkish legal and regulatory framework governing fundraising and charitable giving completed. Summarizatin of legal requirements, restrictions, approvals, reporting obligations, and compliance considerations, risks, and opportunities relevant to WFP. Regulatory options paper outlining feasible fundraising modalities for WFP Türkiye.
• Fundraising Landscape Analysis Fundraising feasibility study completion. Mapping potential fundraising mechanisms available within the Turkish context. Benchmarking analysis of existing fundraising models utilized by comparable international organizations, foundations, and non-profit entities. Database and analysis of at least 30 prospective partners related to individual giving, private sector engagement, philanthropies, foundations, high-net-worth individuals (HNWIs) zakat, cause-related marketing, digital fundraising, and other relevant channels.
• Strategic Advisory Support Develop fundraising strategy and recommendations for WFP Türkiye. Provide Inputs to the broader Country Office Partnerships Strategy, including recommendations on resource mobilization priorities. Advise on implementation considerations, risks, stakeholder engagement requirements, and resource implications. Support discussions with relevant internal and external stakeholders, as needed. Develop engagement plans, fundraising propositions, concept notes, presentations, or briefing materials related to fundraising opportunities.
• Knowledge Transfer Provide minimum two training sessions and briefings to relevant WFP personnel on key findings and recommendations. Document lessons learned and provide recommendations for future fundraising initiatives and present to senior management. Provide Final recommendations report and implementation roadmap completed and endorsed by the Country Office. Handover of Knowledge products and guidance materials to relevant staff.
• Perform other related partnership engagement tasks as requested by the supervisor.

OTHER POST REQUIREMENTS

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree or university degree with experience and advanced training/courses in one or more of the following disciplines: political science, international development, development economics or another relevant field.

Experience

At least nine years of postgraduate progressively responsible professional experience in resource mobilization, private sector engagement, stakeholder relations, business development, strategic communications, partnership development, international development, corporate affairs or related fields.

Knowledge and Skills

Excellent knowledge of Turkish and English languages (both oral and written). Excellent knowledge of Turkish private sector environment in food related areas Excellent team player Collaborates with partners by sharing information and working together to deliver common goals Excellent communication, diplomatic and negotiation skills; Demonstrates ability to formulate and maintain strong relationships and develop networks with appropriate stakeholders. Support in implementing identified strategy to raise the profile of WFP, build relationships and further organisational aims.

Desired Experiences

Experience working with UN agencies, international organizations, NGOs, or charitable foundations. Familiarity with resource mobilization frameworks applicable to international organizations operating in Türkiye. Knowledge of corporate giving, philanthropy, CSR, ESG-related partnerships, and individual giving mechanisms. Experience conducting legal and regulatory analyses and translating findings into practical business recommendations. Knowledge of tax regulations related to private donations to non-profits and legal framework on public fundraising in Türkiye Existing understanding of the Turkish philanthropic ecosystem, high net-worth individuals (HNWIs), and key stakeholders. Experience in fundraising communications Language: Excellent written and oral communication skills in English and Turkish
