Job summary

The Supreme HR Advisory Pte. Ltd. is seeking a qualified WSH Officer to implement and maintain the company's WSH management system at a project office in Changi.

You will ensure compliance with the WSH Act, conduct site inspections, and lead safety training. You will develop risk assessments and SWPs, monitor high-risk activities, and liaise with MOM and stakeholders. This role requires MOM registration as a WSHO and at least 3 years' experience in construction or related fields.

Qualifications

• MOM-registered Safety Officer (WSHO) required; ECO is a plus.
• At least 3 years of experience in WSH, preferably in construction.
• Able to provide hands-on site support and strategic EHS improvements.

Responsibilities

• Implement and maintain the WSH Management System, policies, procedures and programmes.
• Ensure compliance with the WSH Act, Regulations, MOM requirements and Codes of Practice.
• Conduct regular site inspections, safety audits and workplace observations.
• Develop, review and implement Risk Assessments, Risk Management Plans, SWPs and Method Statements.
• Monitor high-risk activities and advise on risk-control measures.
• Conduct toolbox talks, safety briefings and WSH training/inductions.
• Coordinate emergency drills and rescue exercises.
• Investigate accidents and near misses; determine root causes and corrective actions.
• Maintain WSH records and liaise with MOM, WSH Council, clients and contractors.

Job Description

• Implement and maintain the company's WSH Management System, policies, procedures and programmes.
• Ensure compliance with the WSH Act, WSH Regulations, MOM requirements, Codes of Practice and relevant statutory requirements.
• Conduct regular site inspections, safety audits and workplace observations to identify unsafe acts, unsafe conditions and potential hazards.
• Develop, review and implement Risk Assessments (RA), Risk Management Plans, Safe Work Procedures (SWPs) and Method Statements.
• Monitor high-risk activities
• Advise management, supervisors and workers on appropriate risk-control measures and safe work practices.
• Conduct toolbox meetings, safety briefings, WSH training and induction programmes.
• Coordinate and participate in emergency preparedness exercises, evacuation drills and rescue exercises.
• Investigate workplace accidents, incidents and near misses, determine root causes and recommend corrective and preventive actions.
• Monitor implementation and close-out of corrective actions and safety observations.
• Maintain WSH records, inspection reports, training records, incident reports and statutory documentation.
• Liaise with MOM, WSH Council, clients, consultants, contractors and other relevant authorities on WSH matters.
• Participate in WSH committee meetings and provide recommendations to management for continual improvement.
• Monitor contractors and subcontractors to ensure compliance with site safety requirements.
• Conduct regular PPE inspections and ensure appropriate PPE is available and properly used.
• Monitor workplace environmental conditions such as noise, dust, heat stress, lighting and ventilation, where applicable.
• Support implementation of WSH campaigns and safety initiatives to strengthen the company's safety culture.
• Review safety performance indicators and prepare WSH reports, statistics and management updates.
• Stop or elevate work where there is an imminent risk to workers' safety and health.
• Perform other WSH-related duties assigned by management.

Requirements

• Diploma / Degree in Environmental, Health and Safety or other relevant subjects.
• Must be a MOM registered Safety Officer (Registered WSHO), ECO is an additional benefit.
• At least 3 years of experience in WSH field, preferably in construction industry.
• Able to provide hands-on support to sites as well as ability to take a strategic approach to improving EHS performance.
