As part of our dedication to a safe working environment, we are seeking a qualified WSH Manager to oversee and ensure the safety of all our construction sites.
Job Summary:
As a WSH Manager at Kim Hua Construction, you will be responsible for developing, implementing, and enforcing safety policies and procedures to ensure a safe working environment for all employees, subcontractors, and visitors on-site. You will conduct regular site inspections, safety audits, and training sessions, and work closely with project managers, engineers, and workers to ensure compliance with Singapore’s safety regulations and industry best practices.
Key Responsibilities:
- Safety Management & Policy Development:
Develop, implement, and maintain safety policies, procedures, and guidelines in compliance with local regulations and industry standards.
Conduct regular safety reviews and assessments of project sites to identify potential hazards and recommend corrective actions.
Ensure compliance with Singapore’s Workplace Safety and Health Act (WSH) and other relevant regulations. - Site Safety Inspections & Audits:
Conduct daily site safety inspections to ensure that safety measures are being followed and that all equipment, tools, and materials are in safe condition.
Identify unsafe practices and conditions, and take immediate corrective action to mitigate risk.
Organize and lead periodic safety audits and inspections with government bodies, consultants, and clients. - Risk Assessment & Hazard Control:
Perform risk assessments and hazard analyses for new and ongoing projects.
Develop and implement control measures to mitigate safety risks associated with construction activities.
Ensure that appropriate safety equipment, such as personal protective equipment (PPE), is available and being used correctly on all projects. - Safety Training & Awareness:
Organize and conduct safety training and toolbox talks for all on-site personnel to ensure they are aware of potential hazards and safe work practices.
Provide guidance and mentorship to employees and subcontractors on maintaining a safe work environment.
Stay up-to-date with the latest safety trends, technologies, and regulatory changes, and incorporate them into training programs. - Incident Investigation & Reporting:
Investigate workplace accidents, injuries, and near-misses to identify root causes and recommend corrective actions.
Prepare detailed incident reports and submit them to relevant authorities, including the Ministry of Manpower (MOM) and other regulatory bodies.
Monitor the implementation of corrective actions to ensure that safety issues are addressed in a timely and effective manner. - Collaboration with Project Teams:
Work closely with project managers, engineers, and subcontractors to integrate safety into the planning and execution of construction activities.
Provide ongoing safety advice to project teams to ensure risk mitigation is maintained throughout the project lifecycle.
Assist in the development of safe work methods, procedures, and emergency response plans for all construction activities. - Compliance & Documentation:
Ensure all required safety documentation, including permits, risk assessments, safety plans, and reports, is completed accurately and on time.
Maintain records of safety training, inspections, and incident reports for auditing purposes.
Liaise with relevant authorities and ensure compliance with all local and national safety regulations and guidelines.
Qualifications:
- Education: Degree or Diploma in Occupational Health and Safety, Civil Engineering, or a related field.
- Experience: At least 5 years of experience in construction safety management, preferably in hotel, commercial, or residential projects.
- Certifications:
Registered Workplace Safety and Health (WSH) Officer with the Ministry of Manpower (MOM) in Singapore.
NEBOSH (National Examination Board in Occupational Safety and Health) certification or similar health and safety qualification is an advantage.
Certificate in Construction Safety Management (CSM) or other relevant safety qualifications will be highly valued. - Skills:
In-depth knowledge of construction safety regulations, including the WSH Act, Workplace Safety and Health Guidelines, and other local regulations.
Ability to conduct risk assessments, safety audits, and safety training sessions.
Strong leadership, communication, and interpersonal skills to manage teams and communicate effectively across all levels of the organization.
Ability to handle pressure, make quick decisions, and resolve safety issues in a timely manner.
Proficient in safety management software and tools, as well as Microsoft Office Suite (Word, Excel, PowerPoint).
