Responsibilities
- Ensure compliance with the Workplace Safety & Health Act, subsidiary regulations, Codes of Practice, and MOM requirements.
- Develop, implement, and review risk assessments and safe work procedures for semiconductor operations, including cleanroom, chemical handling, working at height, confined space, and lifting operations.
- Review, issue, and manage permit-to-work systems (e.g. hot work, confined space, high-risk lifting, fire protection system impairment).
- Conduct regular site safety inspections, audits, and incident investigations; ensure corrective actions are completed promptly.
- Promote a strong workplace safety culture through safety briefings, toolbox talks, campaigns, and training sessions tailored to semiconductor environments.
- Support and maintain compliance with ISO 45001:2018 and bizSAFE requirements.
Fire Safety Management (FSM)
- Oversee fire safety measures for cleanrooms, chemical storage, and facility fire protection systems, ensuring maintenance and readiness.
- Develop, review, and implement the Emergency Response Plan (ERP) in compliance with the Fire Safety Act and SCDF requirements.
- Lead and train the Company Emergency Response Team (CERT) for chemical spills, gas leaks, and fire-related emergencies.
- Conduct and evaluate fire drills and emergency exercises (minimum twice a year).
- Manage statutory licensing and renewals including Fire Certificate, Petroleum & Flammable Materials licence, and ERP submissions.
- Act as Site Incident Controller (SIC) during emergencies, coordinating with SCDF and other agencies.
Integrated EHS Duties
- Maintain all EHS policies, documentation, training materials, and records for site compliance and audits.
- Conduct EHS training (physical and virtual), table-top exercises, and emergency simulations for staff and contractors.
- Liaise with MOM, SCDF, NEA, and other authorities; ensure timely submission of reports and renewals.
- Provide expert consultation and updates on EHS legal requirements, industry standards, and risk control measures.
- Prepare monthly EHS reports and present updates to management.
- Drive continuous improvement in risk management, operational controls, and emergency preparedness across the facility.
Requirements
- Must be a Registered Workplace Safety & Health Officer (WSHO) with the Ministry of Manpower (MOM).
- Must be a Registered Fire Safety Manager (FSM) with the Singapore Civil Defence Force (SCDF).
- Minimum Diploma in Occupational Safety & Health, Engineering, or related discipline.
- At least 3 years of relevant experience in safety management, preferably in semiconductor, electronics, or chemical process industries.
- Familiar with ISO 45001, bizSAFE framework, cleanroom protocols, and local WSH/fire safety regulations.
- Strong communication, leadership, and training skills to influence a safety culture across all levels.
- Proficient in risk assessment, incident investigation, safety audits, and safety documentation.
