Business Function

Risk Management Group – Operational Risk (RMG-OR) develops and maintains the Bank's risk management and internal control frameworks. As a second line function, we provide independent review and challenge to the business and support units to ensure a proper balance between risk and return in decision-making. RMG also monitors and reports on key risk issues of the Bank, and apprises management and risk committee(s) of the overall operational risk profile. Our commitment to effective risk management is supported by significant investments in our personnel and infrastructure, contributing to the Bank's strong performance.

Responsibilities

As a risk manager in the Operational Resilience team, you will be responsible for developing and implementing the Third Party Risk Management (TPRM) program at the bank, as well as reviewing and assessing the implementation of the Business Continuity Management (BCM) program. You will also be accountable for providing objective review and challenge to business units and support units to ensure third party and business continuity risks are adequately and effectively managed in the units.

  • Maintain TPRM & BCM policies and standards
  • Project manage the Group-wide TPRM program including developing and managing project plan, scope and timelines
  • Collaborate with stakeholders to align the program with business objectives and to execute the program deliverables
  • Provide updates to stakeholders on the progress of program implementation
  • Monitor and report third party risks to risk committees
  • Design and conduct training and provide advisory guidance to staff on TPRM requirements
  • Review and challenge due diligence and risk evaluation reports relating to third party arrangements, as well as evaluate the effectiveness of BU/SU’s business continuity planning and measures, in close collaboration with the risk controllers assigned to the respective BU/SUs
  • Design and implement system enhancements to support TPRM requirements and continuously improve existing system functions and controls
  • Conduct independent assessment and monitoring of operational risk by reviewing operational risk metrics (risk events, risk & control self‑assessment results, key risk indicators, etc), and assessing if there are systemic/thematic risk concerns that warrant deeper analysis and escalation to senior management
Requirements
  • University degree or equivalent, with major study in finance, accountancy, business and/or technology
  • At least 10 years of working experience in banks or financial institutions, with good understanding of operational risk, banking products and processes, and preferably with third party risk management experience
  • Aptitude and experience in risk and control related roles in first, second or third lines of defence and familiar with operational risk management concepts and tools
  • Strong communication and facilitation skills; able to work with and influence stakeholders at all levels
  • Strong analytical and problem‑solving capabilities with affinity to using data to solve problems
  • An analytical thinker with good risk sense and affinity to using data to solve problems
  • Team player who can persuade/influence others to achieve the operational risk management objectives
  • Positive attitude to change, constantly looking for better ways to get things done and to challenge status quo
  • Self‑driven and able to balance creative and pragmatic approaches
