Job summary

OCBC Bank in Singapore seeks a seasoned regulatory policy and compliance professional to strengthen financial crime governance and drive policy development. You will shape enterprise-wide programmes, engage with ACIP and senior stakeholders, and translate complex rules into practical frameworks that safeguard the bank and support business growth.

You will monitor regulatory changes across jurisdictions, perform gap analyses, and deliver training to staff and leadership.

Qualifications

  • Degree in Law, Finance, or related field; minimum 10 years in regulatory policy or compliance.
  • Strong knowledge of financial regulations and industry trends.
  • Excellent analytical, problem-solving, and communication abilities.

How you succeed

To succeed in this role, you will need to stay up-to-date with changing regulatory requirements and industry trends. You will work collaboratively with cross-functional teams to identify and assess regulatory risks, and develop effective mitigation strategies. Your ability to analyze complex regulatory issues, think critically, and communicate effectively will be essential in driving regulatory compliance and excellence.

We are looking for a candidate with strong leadership and stakeholder management competencies to deliver effective, impactful outcomes on FCC policy and governance matters. This is an ideal role for a compliance professional who enjoys translating complex regulatory requirements into clear, practical policies and frameworks. He/she will have the opportunity to shape and embed a strong financial crime risk culture across the bank and build a sustainable FCC framework that stands up to regulatory scrutiny while enabling business growth.

What you do
  • Strengthen AML/CFT Policies and Enterprise-wide Programmes: Review policies, enterprise-wide programmes and frameworks (e.g. customer risk assessment methodology, virtual assets risk appetite framework) to be fit-for-purpose, forward-looking based on business needs and risks identification; and implement effective controls measures together with relevant internal stakeholders to comply with regulatory requirements relevant to the business and operating environment. Review policies, procedures and guidance regularly, taking into consideration emerging risks and new ML/TF typologies observed.
  • AML/CFT Industry Partnership (ACIP) Engagements: Lead the drafting and roll-out of ACIP papers/deliverables in line with MAS’ expectations and industry practices, to shape outcomes favourable to Singapore financial sector and OCBC Group’s successes.
  • Regulatory Developments and Risks Surveillance: Actively monitor regulatory developments in Singapore and other major jurisdictions in which the Bank operates in; and keep abreast of regulatory expectations and industry best practices.
  • Impact and Gap Analysis: Perform impact and gap analysis in a timely manner before proposing sound, pragmatic recommendations and action plans to address the self-identified gaps. This includes audit engagements (both internal and external) and regulatory queries/engagements.
  • Regulatory Affairs Management: Manage regulatory engagements and requests proactively through strong collaboration with internal stakeholders; and join the dots to alert senior management to emerging regulatory risks focus areas with proposed actions/measures.
  • Training and Continuing Education: Prepare training materials and deliver effective best-in-class training on policies and case studies/ typologies to raise risk awareness of staff at first and second lines of defence, as well as Board of Directors and senior management.
  • Culture Elevation: Promote a strong culture of financial crime risk awareness and individual accountability across the organization. Contribute to strategic initiatives, projects and any other assignments as required.
Who you are
  • A degree in Law, Finance, Business Management or a related field, with at least 10 years of experience in regulatory policy or compliance.
  • Strong knowledge of financial regulations and industry trends.
  • Excellent analytical and problem-solving skills, with the ability to think critically and communicate effectively.
  • Strong collaboration and stakeholder management skills, with the ability to work effectively with cross-functional teams.
  • Proactive and adaptable, with a strong commitment to regulatory excellence and compliance.
