Job summary

RECRUIT EXPRESS PTE LTD is seeking a Turnaround Engineer to lead planning and execution support for major outages at a gas/oil plant. You will collaborate with Operations, Maintenance and Engineering to develop worklists, execution packages and schedules, ensuring readiness of permits, tools and resources.

The role requires field verification, robust coordination of multidisciplinary teams and involvement in shutdown activities, highlighting safety and schedule adherence during the April 2027

Qualifications

• Experience in mechanical engineering with maintenance background in Oil & Gas / Petrochemical sectors.
• Experience across two plant outages of 150,000+ labor hours is preferred.
• Knowledge of turnaround planning, scheduling, risk assessment and contractor coordination.
• Proficient in Microsoft Project and field execution support.

Responsibilities

• Develop and maintain turnaround worklists with Operations, Maintenance and Engineering teams.
• Prepare execution packages including scope, manpower, equipment, tools, cranes and logistics.
• Verify scope in the field and confirm access and methodology.
• Coordinate reviews to ensure drawings, permits and docs are ready before execution.
• Support integrated turnaround schedules and critical path analysis.
• Coordinate pre-turnaround activities to prep work fronts for execution.
• Oversee daily turnaround activities to maintain safety, pace and schedule.
• Monitor contractor progress, productivity and quality; flag risks and propose recoveries.
• Assist in project engineering tasks and change management activities.
• Support post-shutdown activities, commissioning, and turnover from maintenance works.

Turnaround Engineering & Planning

• Develop and maintain turnaround worklists in collaboration with Operations, Maintenance and Engineering teams.

• Review turnaround scope and prepare detailed execution packages including methodology, manpower requirements, equipment, special tools, cranes, scaffolding and logistics.

• Perform field verification to confirm scope, access requirements and execution methodology.

• Coordinate engineering reviews to ensure all required drawings, procedures, permits and technical documents are available before execution.

• Assist in developing integrated turnaround schedules and identify critical path activities.

• Participate in turnaround readiness reviews, scope freeze meetings and risk assessments.

• Support procurement of long lead materials, specialist services and rental equipment required for turnaround execution.

• Coordinate pre-turnaround activities to ensure work fronts are ready for execution.

Turnaround Execution

• Coordinate daily turnaround activities to ensure work progresses safely, efficiently and according to schedule.

• Monitor contractor productivity, work progress and milestone achievement.

• Identify schedule risks and propose recovery plans where required.

• Resolve site technical issues together with Maintenance, Operations and Engineering teams.

• M) Coordinate multidisciplinary activities involving Mechanical, E&I, Civil, Inspection and Operations teams.

• N) Monitor execution quality and ensure compliance with engineering standards and plant procedures.

• O) Support turnaround control room activities including progress reporting and schedule updates.

• P) Participate in shutdown, startup and commissioning activities after completion of maintenance works.

• Q) Support night shift turnaround execution during the April 2027 outage as assigned.

Project Engineering

• R) Support execution of minor CAPEX, reliability improvement and plant modification projects.

• S) Coordinate engineering design reviews, procurement, contractor activities and installation works.

• T) Prepare project schedules, monitor progress and ensure timely completion.

• U) Coordinate Management of Change (MOC) activities where applicable.

• V) Participate in commissioning, mechanical completion and project close-out documentation.

Contractor & Cost Management

• W) Coordinate contractors and vendors to ensure work is executed safely and efficiently.

• X) Verify contractor progress, manpower utilisation and completed work quantities.

• Y) Monitor turnaround and project expenditure against approved budgets.

• Z) Support preparation of project justifications, one-pager proposals and management presentations where required.

Continuous Improvement

• AA) Participate in turnaround post-review sessions and capture lessons learnt.

• AB) Identify opportunities to improve turnaround planning, execution methodology and contractor performance.

• AC) Support development of standard turnaround procedures, templates and engineering documentation.

Requirements:

• Experience in Mechanical Engineering with at least 5 years’ of maintenance experience in Oil & Gas / Petrochemical industry or Diploma holder with 10 years’ maintenance experience Oil & Gas / Petrochemical industry preferred.

• Experience in at least two plant outages of over 150,000 labor hours.

• Experience in a Gas Plant such as Gasification/SMR/ASU is an advantage

• With Microsoft Project experience

Location: Jurong Island (Company Tranport at Lakeside / Free Parking if driving)

Remuneratio Package: Up to $6000 per month with 1.5- month AWS + $250 site allowance
