Role Summary
This senior advisory role supports the successful setup and execution of workforce, talent and compliance processes within the HVDC platform project in Singapore. The role translates Dutch project standards, governance and compliance requirements into effective local execution, and strengthens cross-border collaboration between the Netherlands and Singapore.
The position operates at a strategic advisory level and requires experience in international organizations, complex stakeholder management and workforce governance.
Key Responsibilities
Strategic Workforce & Governance Advisory
- Advise project and local leadership on strategic workforce planning, capacity needs and talent setup.
- Translate Dutch project processes, quality and compliance requirements (including ER/labor compliance) into the Singaporean context.
- Identify risks related to workforce governance, capacity and compliance, and advise on mitigation actions.
Cross-border Collaboration & Integration
- Act as the key interface between Dutch and Singaporean teams for workforce, talent and compliance topics.
- Ensure consistent application of Dutch standards, procedures and governance in local execution.
- Facilitate knowledge-sharing, alignment sessions and cross-border decision-making.
Talent Development & Capability Building
- Develop talent and capability-building plans to strengthen local project capacity.
- Advise on leadership and team development aligned with project priorities.
- Establish governance for mandatory training, certifications and technical/safety programs.
Onboarding & Team Integration
- Design and coordinate onboarding and integration processes for personnel deployed to Singapore.
- Translate and contextualize Dutch-language project documentation for local execution.
Strategic Hiring Support
- Provide advisory input in selection processes where Dutch expertise is essential for project roles.
Requirements
Experience & Expertise
- 12+ years of experience in HR advisory, workforce planning, talent strategy, organizational development or international program/project implementation.
- Experience in global matrix environments and bridging HQ with local teams.
- Strong knowledge of workforce governance, implementation quality, labor compliance and project design.
- Fluent in English and Dutch to be able to translate and contextualize documentations and policies provided by Headquarters that is based in Netherlands.
- Familiar with the Dutch regulations and policies, due to the nature of the project.
