Job description

We are seeking a highly skilled System Analyst with strong domain expertise in Regulatory Reporting, specifically MAS 610/1003 and HKMA banking returns. The ideal candidate will work closely with business stakeholders, regulatory reporting teams, technology partners, and vendors to deliver robust reporting solutions and ensure compliance with regulatory obligations in Singapore and Hong Kong.

Key Responsibilities
1. Requirements Analysis & Solution Design
  • Work with Regulatory Reporting, Risk, and Finance teams to gather and analyze business requirements for MAS610 and HKMA reporting.
  • Translate business needs into detailed functional and technical specifications.
  • Perform data mapping, gap analysis, and impact assessments related to regulatory changes.
  • Define end-to-end reporting workflows covering data sourcing, transformation, validation, and submission.
2. System Development & Enhancement
  • Partner with developers, data engineers, and vendors to implement reporting solutions.
  • Review technical design documents and ensure alignment with regulatory and business needs.
  • Support configuration, customizations, and logic building in reporting engines (e.g., AxiomSL, Moody’s, in-house reporting systems).
3. Data Management & Testing
  • Analyze data quality issues and collaborate with upstream system owners to ensure accuracy and completeness.
  • Create test plans, test cases, and perform SIT/UAT across reporting modules.
  • Validate computed regulatory ratios, templates, and schedules for MAS and HKMA returns.
4. Regulatory Change Management
  • Monitor new or revised regulatory requirements issued by MAS and HKMA.
  • Assess system impact, perform change planning, and support timely implementation.
  • Ensure appropriate version control and documentation for regulatory updates.
5. Production Support & Issue Resolution
  • Provide L2/L3 support for production incidents related to regulatory reporting.
  • Troubleshoot data issues, report generation failures, and reconciliation breaks.
  • Ensure adherence to SLAs and timely submission of regulatory reports.
Technical & Domain Expertise
  • Strong knowledge of MAS 610/1003, MAS 649, and key HKMA regulatory returns (MA(BS) series).
  • Hands-on experience with regulatory reporting platforms (e.g., AxiomSL, Moody's, WKFS, or in-house engines).
  • Solid understanding of banking products (loans, deposits, derivatives, securities, treasury products).
  • Strong SQL/data analysis skills (SQL Server, Oracle, Teradata, etc.).
  • Familiarity with data warehouse, ETL processes, and financial data models.
Professional Background
  • 5–10+ years of experience as a System Analyst, Business Analyst, or Functional Consultant in banking.
  • Prior experience in Finance, Risk, or Regulatory Reporting IT projects.
  • Understanding of SDLC methodologies (Agile/Waterfall).
Soft Skills
  • Strong analytical and problem-solving abilities.
  • Clear communication skills—able to interact with finance users, risk teams, auditors, and technology groups.
  • Ability to manage multiple priorities and deliver under tight regulatory deadlines.
Preferred Qualifications
  • Experience working with banking clients in Singapore and/or Hong Kong.
  • Knowledge of Basel III/IV, liquidity reporting (LCR/NSFR), COREP/FINREP (optional).
  • Professional certifications in finance, risk, or data (e.g., CFA, FRM) are a plus.
