Job Overview
The Senior Staff Nurse will be responsible for establishing and strengthening the clinical governance, quality, and capability framework for the Home Care division. This role plays a critical leadership function in ensuring clinical standards, regulatory compliance, and continuous upskilling of care professionals, in alignment with MOH requirements and Fullerton Health’s Clinical Quality & Governance (CQG) standards.
Key Responsibilities
Clinical Governance & SOP Development
- Lead the development, implementation, and continuous review of clinical SOPs for all home care services (e.g. home nursing, personal care, chronic disease support, post-acute care).
- Work closely with the Clinical Quality & Governance (CQG) team to ensure all SOPs, clinical pathways, and protocols are aligned with Fullerton Health standards, MOH regulations, and AIC programme requirements.
- Ensure SOPs cover key areas including (but not limited to):
- Infection prevention and control
- Wound care, catheter care, stoma care, tube feeding
- Incident reporting and escalation
- End-of-life and palliative support (where applicable)
Audit, Compliance & Quality Assurance
- Plan and conduct regular clinical audits on home care delivery, documentation, and care outcomes.
- Ensure compliance of the existing pool of care professionals (registered nurses, enrolled nurses, nursing aides, caregivers) with:
- MOH licensing and practice requirements
- Internal clinical standards and SOPs
- Lead incident reviews, root cause analysis, and corrective action planning in collaboration with CQG and Operations.
- Prepare audit documentation and support inspections or reviews by MOH, AIC, or other relevant authorities.
Workforce Capability Building & Upskilling
- Identify skill gaps within the care professional pool and develop structured upskilling and competency programmes.
- Design and deliver (or coordinate) clinical training, refreshers, and competency assessments for home care staff.
- Mentor and coach nurses and caregivers, providing clinical guidance and escalation support for complex cases.
- Support onboarding, credentialing, and competency sign-off for new care professionals joining the Home Care division.
Clinical Advisory & Cross-Functional Support
- Serve as the clinical subject matter expert to support Operations, Business Development, and Partnerships on care models, feasibility, and risk considerations.
- Provide clinical input for new service development, pilots, and partnerships (e.g. VWOs, hospitals, nursing homes, government programmes).
- Support case discussions and care planning for complex or high-risk patients.
Documentation, Reporting & Continuous Improvement
- Ensure high standards of clinical documentation, reporting, and data integrity across all home care services.
- Track and analyse quality indicators (e.g. incidents, complaints, audit findings) and drive continuous improvement initiatives.
- Contribute to management reports and recommendations relating to clinical quality and service improvements.
Qualifications & Requirements
Minimum Qualifications
- Registered Nurse (RN) with the Singapore Nursing Board (SNB)
- Minimum 7–10 years of clinical nursing experience, with at least 3–5 years in a supervisory / managerial role
Preferred Experience
- Prior experience in home care, community care, intermediate & long-term care (ILTC), or hospital outreach services
- Strong knowledge of MOH regulations, AIC service models, and clinical governance requirements
- Experience working with clinical audits, SOP development, and quality management systems
- Experience training or supervising mixed skill sets (RNs, ENs, nursing aides, caregivers)
Work Arrangement
- Home-visit / community-based role
- 5-day or 5.5-day work week depending on organisational needs, support on weekend or public holiday duties
