Singapore LNG Corporation Pte Ltd (SLNG) was incorporated by the Energy Market Authority of Singapore in June 2009 to build, own and operate Singapore's very first open-access, multi-user LNG Terminal. This is a key national infrastructure that supports Singapore's energy diversification strategy and future economic development in the energy sector.

With more than 95% of electricity in Singapore being generated using natural gas, the SLNG Terminal helps to enhance the country's energy security by enabling natural gas to be shipped to Singapore from anywhere in the world. It also serves as a platform to facilitate the development of new LNG-related businesses, thereby contributing to the growth of Singapore's energy industry and the creation of new job opportunities.

General Overview

This position requires a candidate who shall assist to evaluate and justify viability of new businesses and asset enhancements for growth projects from concept through to FID; help secure and manage contracts with services providers; support contract strategy for consultancy / FEED / EPC and the execution of EPC projects.

Roles and Responsibilities

The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:

• Support senior Project Manager or Engineering Manager to manage and develop Assist in front end project developments, establish design basis, scope of work, terms of reference (ToR), technical specifications, request for proposals / invitations to tender (RFPs/ITTs), schedules and major capital/ operating cost estimates.
• Assist in preparation of scope of work and other related tender documents for project tendering activities. Support Contracts team in tendering process and participate in tender evaluation of technical bids.
• Support project management of both early phase studies (pre-FEED, FEED) and EPC projects.
• Support engineering management of both development and EPC projects.
• Provide technical support in all P&D related projects in general.
• Contribute to long-term strategic planning for the growth of the company, specifically conduct techno‑economical evaluation of potential acquisitions, new assets investments and capital projects.
• Support the EPC tender process, negotiate with consultants and contractors to resolve issues prior to award of contract of EPC; prepare cost-effective, effective contracts and recommend execution strategies.
• Assist in assessing technical expertise and capability of external consultants and contractors on a continuous basis for purposes of securing best service provider for a particular project.
• Keep abreast of LNG and related technology.
• The incumbent shall take on additional responsibilities as directed by reporting manager.

Work Experiences

• At least 8-10 years' experience in oil & gas industry with operator, engineering company or consultancy with experience in a project engineering role. Candidates with experience in handling tank will have an added advantage.
• Competency in front end project development, detail engineering or project management, LNG (preferred not essential) and related technology applications.
